• 4 Councilman Haik expressed her opposition to the proposal saying Goodyear knew the signage limitations when they set their store so far back on the property and she felt permitting another free standing sign would just further detract from the appearnce of that particular tract. Motion by Councilman Sundland, seconded by Councilman Sauer to grant a variance to the sign ordinance to allow the Goodyear Tire and Rubber Company to erect the free standing sign, as per submitted plans, in front of their store at 4020 Silver Lake Road as long as the sign is kept at the grade level of the parking lot and is indirectly ) it and only during the hours the business is open. Voting on the motion: Aye: Sundland, Sauer, Stauffer Play: Miedtke and Haik Motion carried. firs. Carol Folstad, 3609 Downers Drive, and two other members of the Village Gardenettes presented the plans they had for landscaping the area north of St. Anthony Boulevard and between Silver Lake Road and TH 3. She said the group was anxious to take advantage of the Highway Department's offer to provide the dirt and grade the area for their plantings of trees, shrubs and flowers. She told the Council that in a cooperative effort with the Bicentennial Committee and other civic organizations the garden club hoped to have a flag arrangement of flowers ready for the Bicentennial observance next summer. She said, however, they could proceed no further with their plans until they were certain water service to the area would be made available. Consideration was also given to Councilman's Haik's proposal that a fountain might be later included in the plans. Other proposals for using the plantings for City identification were also discussed. Motion by Councilman Sauer, seconded by Councilman Stauffer to authorize the extension of water service to the area where the Village Gardenettes planned to landscape. Motion carried unanimously. The material Mr. Fornell returned with was not the specific drawing of the Gould building which the Council felt they needed to make a decision and when the Manager suggested more detailed landscaping and parking plans should also be submitted, the following motion was made: Motion by Councilman Sauer,seconded by Councilman Stauffer that the Council table action on the Gould request for a warehouse to be constructed on the property on Foss Road described as Lot 3, Flock 1 , Henkel Addition. • Motion carried unanimously. The discussion of the upgrading of 29th Avenue which had been tabled from several previous meetings was resumed with representatives of T.A.P. 29th Avenue memb ers and a group of interested residents present.
