f � <br /> -2- <br /> Mr. Dulgar explained his recommendations for eliminatinq the ponding conditions <br /> • along 39th Avenue H.E. between Shamrock and Fordham Drive with which recommend- <br /> ations he said he had the concurrence of Larry Hamer, Supt. of Public Works. <br /> They suggested installing a catch basin behind the curb but on the boulevard <br /> aiong 39th Avenue in the area of the City's drainage easement and to straighten <br /> out the existing drainage ditch so it will enable storm water to run over to the <br /> catch basin. <br /> The Manager explained the City had been pumping out the area at the request of <br /> pprents who feared some child might drown in the pond which formed after each <br /> ,Jownpour but he felt since this procedure was proving more costly each year, it <br /> X-ovided no long term solution to the problem. The Manager further explained <br /> `that the owner of the syo undeye!opnd .-f-s where the ponding occurred had been <br /> requesting the City tri run a st"o m sewer line to the rear of the lots to take <br /> care of the drainage, a request which the City had declined since it seemed that s <br /> it should rather be the owner's responsibiiity to provide any such inprovements <br /> for those lots. <br /> Mayor Miedtke was concerned that a precedent might be set for requests for the <br /> City to provide drainage for other private properties and mentioned similar <br /> requests in other areas of the City which had been denied. The Manager said in <br /> most of the previous cases the City did not have the easement it has on this <br /> property and the catch basin was not installed when 394-h Avenue war, rebuilt. <br /> Motion by Councilman Sauer, seconded by Councilman Sundland to authorize the <br /> Maintenance Department to straighten out the ditch and install a catch basin <br /> in the City-owned easement between Lots 2 & 3 of Barrett's Addition and that <br /> the grade of the ditch be maintained until the tile is installed at the expense <br /> of the owners of the subject lots with an option given him to have the tile <br /> installed at this time with the cost to be assessed against the property. <br /> Motion carried unanimously. <br /> Motion by Councilman Stauffer, seconded by Councilman Sundland to set the 4th <br /> Tuesday in January as the date for presenting honorary citizenship certificates <br /> to A.F.S. students who reside with city families. <br /> Motion carried unanimously. <br /> Motion by Councilman Haik, seconded by Councilman Sauer to accept the resignation <br /> of Mr. Henry Zeug as Plumbing inspector effective December 1 , 1975 and to direct <br /> that a Certificate of Appreciation be presented to him for his long faithful <br /> service to the City for almost a quarter of a century. <br /> Motion carried unanimously. <br /> The Manager said there had been no action taken to date to find a replacement <br /> for Mr. Zeug. <br /> Canvassing of the city election was deferred to the time when the election <br /> officials had completed the tabulation of the votes. <br /> • The Manager said he and Larry Hamer had attended a meeting at which the aid <br /> program provided by the State Legislature to property owners for the removal of <br /> diseased elms and oak trees was explained. He said that the removal of only a <br /> ha'df a dozen such trees in the past six years would have benefited from such aid <br /> and suggested waiting to set up the program for the City until a need is apparent. <br /> He also explained the limitations of the program. <br />
