• 3 <br /> I <br /> Councilman Haik said she was disappointed that consideration was being given to <br /> this proposal before the new zoning ordinance had been adopted. <br /> Motion by Councilman Sundland and seconded by Mayor Miedtke to authorize the <br /> construction of the warehouse as presented on Lot 3, Block 1, Henkel Addition, <br /> by Mr. Clarence Gould with landscaping as indicated under the condition that <br /> future parking be provided to the rear of the property. <br /> Voting on the motion: <br /> Aye: Sundland and Miedtke <br /> Nay: Sauer, Haik and Stauffer <br /> Motion not carried. <br /> Mr. and Mrs. Harold Henkel, owners of the property, then protested the decision <br /> and pointed out that the land was zoned Light Industrial. <br /> Councilman Haik;r-equested the City Attorney to comment, and when he could give <br /> no justification for not allowing the proposed building to be built, the three <br /> councilmen who had voted against agreed to a recall of the motion: <br /> Voting on the motion: <br /> • Motion carried unanimously. <br /> Councilman Sauer, Chairman of the advisory committee authorized by the Council <br /> to study the rebuilding of 29th Avenue, said the committee recommended construction <br /> of the parkway design which had been revised to secure 14SA funding. <br /> Mr. Thomas Shaeffer, Co-chairman of the T.A.P. 29th Ave. Association, said 99% <br /> of the property owners along 29th Ave. and the adjoining properties approved of <br /> the proposal. <br /> Mr. Omar Shabaz, Co-chairman of T.A.P. wanted more time to ascertain what the <br /> property owners wanted done about the construction of sidewalks along the street. <br /> The •Ma.nager also duggested delaying that decision until it could be determined <br /> whether there would be sufficient MSA funds to pay for walkways. The sidewalks <br /> could be added to the final plans before the construction begins in the spring. <br /> Councilman Stauffer's suggestion that consideration of the installation of <br /> sidewalks be eliminated from action taken by the Council was adopted. <br /> It was also agreed that the formula for setting the amount to be charged against <br /> each piece of property could not be determined until the Council knew what the <br /> extent of state funding would be for the project. <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to direct the <br /> City Engineer to prepare the construction plans and specifications for the <br /> reconstruction of 29th Avenue from Stinson Blvd. to Highway 8, as per the plans <br /> • tentatively agreed to by the State Highway Department, with construction to <br /> start during the 1976 construction season. <br /> Motion carried unanimously. <br /> T e Mayor then disbanded the advisory committee and recessed the meeting at <br />
