When the meeting resumed at 10:55 P.M., the discussion of 29th <br /> Ave. was reopened with a question posed to the City Attorney regarding the <br /> sequence of events which would follow the presentation of construction plans <br /> by the Engineer. Mr. Soth said the Council would authorize the reconstruction <br /> of the streets upon receipt of the plans and the final assessment amounts would <br /> be set during a Public Hearing when the project is completed. <br /> Although the advisory committee had been disbanded, various Council members <br /> assured the T.A.P. association of their continued cooperation. <br /> Motion by Councilman Sauer and seconded by Councilman Haik to stay with the Hennepin <br /> County group for health and life insurance for employees and to designate <br /> Western Life Insurance Company as the carrier. <br /> Mr. Soth noted the changes made by his firm in the purchase of service agreement <br /> with the Metropolitan Council to implement the rent subsidy program. <br /> Motion by Councilman Stauffer and seconded by Councilman Sauer to approve the <br /> contract with the Metropolitan Council to allow the City to participate in the <br /> Section 8 Housing Assistance Program and to authorize the proper signing of <br /> the agreement. <br /> Motion carried unanimously. <br /> In considering the letter from the Hennepin County Assessor to Mr. Lekson <br /> regarding the suggested increase in the market value for properties in St. <br /> • Anthony, the Mayor expressed his dissatisfaction with the fact that all <br /> Minnesota communities were not also following the letter of the law regarding <br /> the equalization of tax rates. <br /> The Attorney pointed out that the decision to raise market values was discretionary <br /> with the local assessor. <br /> Motion by Mayor Miedtke and seconded by Councilman Stauffer to direct a letter <br /> be sent to the state and county authorities as well as state legislators who <br /> are involved in setting tax rates to request that more conformity in the <br /> assessment procedure be established for all municipalities. <br /> Motion carried unanimously. <br /> The opportunity the Council members had to nominate someone to fill the vacancy <br /> on the board of the Association of Metro Municipalities was noted. <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to participate <br /> in the challenge of the award made by Judge Schultz in the arbitration between <br /> the Metropolitan Area Manager Association and Local 7320. <br /> Motion carried unanimously.- <br /> Motion by Mayor Miedtke and seconded by Councilman Sundland to inform the community <br /> through the newsletter that they may now use the name of• St. Anthony Village on their mail, but to also advise them that any mail so designated without the <br /> proper zip code :;gay be given a slower delivery. <br /> Motion carried unanimously. <br />
