• Page 2 <br /> He estimated the two buildings would bring in close to $24,000 in taxes. <br /> Mrs. Maureen Iverson; who said her livingroom and bedroom would be directly across <br /> 37th Avenue from the proposed restaurant, challenged Mr. Ernst's contention <br /> that the restaurant was only 20% of the proposal , saying it was the first of the <br /> buildings proposed to be built with no actual timetable set for the erection of <br /> the office building. <br /> Other residents who reiterated their opposition to the proposal were Art Thompson, <br /> Duane Duerre and Roger Martin. <br /> Mr. Edward J. Fiore, General Manager for American Monarch, told the group that <br /> "the development of that particular property was inevitable" and he felt a "C-1" <br /> zoning was inappropriate for the parcel since he didn' t believe professional <br /> occupants could be found for an office building situated between a factory and a <br /> gas station. He doubted his company would be interested in expanding their business <br /> to the east since the topography of the land was especially rough and would req- <br /> uire an amount of leveling which would be too expensive. Besides, he said, there <br /> was an unidentified easement running across the property. Mr. Kenneth Lee, <br /> 2322 Wilson St. H.E. , former owner of the property, then said he had drawn in the <br /> easement when it was anticipated that a sewer line was to be built from Mpls. <br /> to service the electronics company which had at one time proposed building on the <br /> property. <br /> • When Councilman Stauffer polled the residents on whether any of the permitted <br /> uses under the existing Light Industrial zoning would prove offensive to them, no <br /> one could give a use they opposed as much as the restaurant and several of them <br /> said they felt the lack of space on that parcel was a factor which would preclude <br /> the use of the land for any major industrial enterprise. <br /> Motion by Councilman Stauffer, seconded by Councilman Sauer to table action on the <br /> proposal until the new zoning ordinance is approved. <br /> Voting on the motion: <br /> Aye: Stauffer, Sauer <br /> Nay: Sundland, Haik <br /> Motion to table not carried. <br /> Motion by Councilman Sundland, seconded by Councilman Haik to deny the request for <br /> rezoning the easterly 322 feet of Apache Terrace, Block 1 , Lot 1 , from Light <br /> Industrial to C-2 for the same reasons the Planning Board had recommended <br /> denial : i .e. ; <br /> 1 . 37th Avenue N.F. should serve as a transitional area from the <br /> heavy commercial use of Apache Plaza to the residential area south of <br /> 37th Avenue H.F. <br /> • 2. The proposed would generate significant traffic on neighboring <br /> streets, making those streets more noisy and hazardous. <br /> 3. The detrimental impact on property values in the area more than <br /> outweighs the potential property tax receipts from such a proposal . ' <br /> 4. There is concern about the generation of trash in the neighborhood <br /> and the emission of odors from the restaurant. <br />
