The Council agreed with the Board <br /> that the study should proceed as approved so that a concentrated effort <br /> might be made to set standards for updating the shopping center prior <br /> to a change in ownership for any portion of it. <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to accept <br /> the Planning Board ' s recommendation that the $3 , 500 designated from the <br /> Community Development Block Grant Funds be kept for a planning study of <br /> the St . Anthony Shopping Center area and not consolidated into the re- <br /> quired comprehensive planning of the Metro Land Planning Act . <br /> Motion carried unanimously. <br /> The Planning Board representative then said the Board was willing to have <br /> a variance granted to the R.O. S . zoning for the Salvation Army Camp <br /> - which will allow the Salvation Army to construct the fieldhouse they pro- <br /> posed to build within 100 feet of Silver Lake as long as the building is <br /> .screened by plantings of tall growing trees from the lake and the re- <br /> sidences across the lake and the building ' s exterior is compatible to its <br /> natural surroundings. He explained that subsoil conditions of other <br /> locations on the campgrounds seemed to justify placing the building in <br /> the proposed location near the lakeshore. <br /> Jim Brown, the camp director, presented the plans and a model of the pro- <br /> posed building which will house a gymnasium and a swimming pool . He <br /> told Councilman Haik that , though soil testing had not yet been taken of <br /> the :proposed location , such testing would preceed any construction. He <br /> and t'�e project engineer, Cliff Kommedahl, also showed the plans for an <br /> arts and crafts/conference building which is to be built soon near the <br /> chapel on the campgrounds which they said constituted the last major <br /> building project planned for the camp. The Mayor said in addition to <br /> th verbal assurance he felt a final development plan for the camp should <br /> be placed on record at City Hall. <br /> Motion by Councilman Sundland and seconded by Councilman Haik to grant <br /> a var; ance to the R.O. S. (recreational/open space) zoning for the Salva- <br /> tion Army Camp to allow the construction of the proposed field house in <br /> th^ location requested because of the subsoil conditions of other loca- <br /> tion= in the area with the same conditions set as were established by <br /> the Planning Board on August 16 , 1977 . <br /> Motion carried unanimously. <br /> The aoard ' s recommendations were also followed regarding the acceptance <br /> of the Residential Component Detailed Plan for the Hedlund P.U .D. <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to approve <br /> the Detailed Plan, Residential Component, Hedlund P.U.D. for Lots 10-16 , <br /> Block 6 , Mounds View Acres , Second Addition, as submitted -ind to waive <br /> • the Final Plan review for the Residential Component, subject to the final <br /> (2) <br />
