Councilman Stauffer said that "in the interest of conservation" she • felt it would be undesirable to have the lot built on and wanted the possibility explored further that the City might purchase the property and then be allowed to sell it later if that seemed advisable. Mr. Fornell pointed out the liabilities the City might incur if the lot was used as a tot lot and Mayor Miedtke said he preferred having Hennepin County keep possession and be responsible for any children playing on it at that busy intersection. Councilman Sundland did not foresee the County being able to sell the lot for a residence and moved as follows: Motion by Councilman Sundland and seconded by Mayor Miedtke to approve Resolution 77-054 . RESOLUTION 77-054 A RESOLUTION APPROVING THE SALE OF PLAT 63680 , PARCEL 3300 Voting on the motion: Aye: Sundland, Miedtke, Sauer and Haik Nay: Stauffer Motion carried. The Manager explained that the agenda addendum was a resolution from the Association of Metropolitan Municipalities which called for a moratorium on legal action being taken regarding the disposal of sludge at Pigs Eye. The Mayor saw the action as only a request for more time to research the problem. Motion by Councilman Stauffer and seconded by Councilman Sundland to adopt Resolution 77-055. RESOLUTION 77-055 A RESOLUTION OBJECTING TO CONSIDERATON OF WASTE- WATER RESTRICTIONS AND LIMITATIONS TO THE METRO- POLITAN WASTEWATER TREATMENT PLANT AT PIG'S EYE LAKE IN THE MATTER OF NPDES AND STATE PERMIT HEARING DOCKET NO. PCA-78-006-EG Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Sauer to ap- prove the Hennepin County Maintenance Agreement. ($3, 200. 00) Motion carried unanimously. The protest from Diamond 8 apartment residents regarding the projects • which are to be funded from the Community Development Block Grant funds was discussed with Mr. Fornell who reported on his communications with (3)
