I. for animal patrol services. <br /> Motion carried unanimously. <br /> Council members discussed with Mr. Fornell the employment agreement <br /> which had been negotiated with him by the committee created for that <br /> purpose and an agreement was reached on a 30 day termination notice. <br /> Motion by Councilman Haik and seconded by Councilman Sundland to authorize <br /> the signing of the employment agreement with Jim Fornell as City Manager <br /> as presented, effective as of that date and establishing a 30 day ter- <br /> mination notice. <br /> Motion carried unanimously. <br /> Columbia Heights ' November 29th response to Larry Hamer' s request for <br /> estimates for supplementary engineering services were considered. The <br /> Public Works Superintendent is recommending such supplementary services <br /> be used to update all the City maps and asbuilt=drawings which Council- <br /> man Sundland agreed are deficient. Action was deferred until the <br /> Manager can pursue the matter of retrieving the original drawings which <br /> are held by the former City Engineer and ascertain what portion of the <br /> • project the City staff will be expected to provide. Councilman Sauer <br /> also suggested confirmation that a draftsman will be provided the City <br /> through CETA funding before proceeding. <br /> The proposal for the establishment of a Drug Abuse Information Committee <br /> was presented by Councilman Stauffer who was chairman of the task force <br /> who recommended such a committee be formed. She said the $500 which is <br /> requested as "seed money" for the project had been the amount which had <br /> originally been recommended by the Human Relations Committee. Ten names <br /> of persons who had agreed to serve on the committee were listed in the <br /> proposal but she said at least two of them had indicated they were only <br /> interested in a one year service. <br /> Councilman Sundland introduced Bernard Webber, 3212 33rd Avenue N.E. , who <br /> said he felt his background with the Minnesota Public Safety Department <br /> might qualify him to be of service to the committee. He said his work in <br /> traffic safety had familiarized him with the problem of those who drive <br /> while under the influence of chemicals, many of whom are involved in <br /> fatalities on the highways, and he has many contacts with chemical de- <br /> pendency programs through his service on the Governor 's Commission on <br /> Alcoholism. He would be willing to investigate the availability of state <br /> and federal funding which might provide the educational training and <br /> equipment necessary to increase the effectiveness of the City' s Police <br /> Department in dealing with drivers who operate vehicles while intoxicated. <br /> (3) <br />
