Mr. Fornell suggested a member of the Police Department might be sought <br /> • to serve on the committee and Councilman Sundland said he would also <br /> be willing to serve if needed. <br /> Motion by Councilman Haik and seconded by Councilman Sundland to esta- <br /> blish the Drug Abuse Information Committee as proposed with the addition <br /> of Bernard Webber to the list of those willing to serve on the committee. <br /> Motion carried unanimously. <br /> Mr. Fornell recommended a two year lease with Park Travel Company, Inc. , <br /> be signed, so that company can take over the empty space in the old city <br /> hall. He said the lease had previously been developed:_•from a lease <br /> provided by the City Attorney. Park Travel Company, , Inc. , will pay $300 <br /> rental plus $50 for utilities the first year and rental will be increased <br /> to $315 the second, utilities to $55. He justified the fixed utility <br /> rate by saying the revenue will offset the cost of heating- the building <br /> whether it is rented or not and the fact that that building and the <br /> Municipal Liquor Store share a common gas meter would make it difficult <br /> to accurately differentiate between the usage for the two buildings. <br /> The Manager felt the travel agency would be a compatible usage with the <br /> liquor lounge since it is not a "retail" type of business but rather <br /> arranges travel accomodations for larger corporations by phone and <br /> through its computer system. He said the lease will allow Park to sublet <br /> some office space to one man usages such as an attorney or accountant, <br /> both of whom would be a usage permitted under the terms of the lease : <br /> • Service/Office Limited Business uses. The City will net between $3, 000 <br /> and $3, 200 after 30% of the rental is submitted to Hennepin County in <br /> lieu of taxes, Mr. Fornell said. <br /> He answered Councilmen Sundland and Haik' s concerns whether the City <br /> would be allowed to continue its present usage of Parkview for City <br /> offices by assuring them that under the agreement the City has with <br /> School District #282 the City can exercise its option to lease that <br /> space for another three years. <br /> Councilman Sundland wanted the City to "hold tough" on any- usage permit- <br /> ted by the subleasing and Councilman Haik wanted the utilities usage <br /> monitored if possible. Councilman Sauer wondered why the minimum amounts <br /> of liability for bodily injury to one person was not the customary <br /> $500, 000 . <br /> Motion by Councilman Sauer and seconded by Councilman Haik to authorize <br /> the Manager to lease the available space in the old city hall to Park <br /> Travel Company, Inc. , as per the proposed lease on the condition the <br /> insurance question is resolved with the City Attorney prior to signing <br /> the contract and only "B" permitted and conditionally permitted uses <br /> are -acceptable for subleases. <br /> Motion carried unanimously. <br /> • <br /> (4) <br />
