• The City' s range of property assessments have proven to accurately re- <br /> flect actual sales and Mr. Fornell felt this was an indication of the <br /> fine work done by Harry Lekson and his assistant. However, the County <br /> has suggested an increased valuation of 10% for City property to keep <br /> up with inflation whichthe City has little choice but to comply, al- <br /> though how the increase is spread is left to the discretion of the City <br /> Assessor. <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to set <br /> the date of the 1978 Board of Review for 7: 30 p.m. on Monday, May 8th, <br /> 1978 . <br /> Motion carried unanimously. <br /> The St. Anthony Lions Club request for identification .signs was discussed <br /> but it was concluded that, since they are proposed to be built in the <br /> public right of way and are free standing, the proposal should properly <br /> be referred to the Planning Board as a variance to the City' s sign <br /> ordinance. The possibility of a community bulletin board funded by all <br /> civic organizations who might want to be thus identified was explored <br /> with the Manager suggesting the sign be computerized to make it easier <br /> to keep current. Possible locations for the placement of such a sign <br /> were discussed including the planting area near the intersection of <br /> St. Anthony Boulevard and Highway #8 . <br /> Councilman Haik moved that the Lions Club request for signage be referred <br /> • to the Planning Board with the suggestion that the customary application <br /> fees for a variance to the sign ordinance be waived and to request the <br /> City Manager to investigate the possibility of a cooperative community <br /> bulletin board being developed for joint sponsorship by various civic <br /> organizations, but before the motion was seconded, decided to rescind <br /> the motion and table action. <br /> Motion by Councilman Haik and seconded by Councilman Sauer to table <br /> action on the Lions Club request for identification signage until after <br /> the Manager has had an opportunity to contact civic organizations re- <br /> garding a community bulletin board. <br /> Motion to table carried unanimously. <br /> Dick Letourneau, a member of the Planning Board, was present and men- <br /> tioned that the sign at Apache was outdated since it still urged re- <br /> sidents to vote in the November elections. Councilman Haik also men- <br /> tioned the damaged sign at the Poppin Fresh Restaurant on Stinson <br /> Boulevard. <br /> North Memorial 's report of nursing service to City residents during <br /> November was filed. <br /> Mr. Fornell reported that there is an effort being made by the northern <br /> quadrant of metro municipalities to have North Memorial certified as one <br /> • of the qualified nursing service vendors under the Suburban Health <br /> (5) <br />
