-3- <br /> The Manager responded to Mr. Soth' s July 3 comments regarding the <br /> • proposed agreement with Minneapolis for a traffic signal at Stinson <br /> Boulevard and Lowry Avenue N.E. by saying Mr. Koski , of the Minneapolis <br /> Traffic Department, had estimated St. Anthony ' s share of the main- <br /> tenance expenses should run about $50 a year. He then recommended <br /> approval of Resolution 79-047 with a change in wording to indicate <br /> the City' s willingness to participate in both "construction and <br /> maintenance" of the signals . <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to <br /> adopt Resolution 79-047 as amended. <br /> RESOLUTION 79-047 <br /> A RESOLUTION, APPROVING THE AGREEMENT <br /> WITH MINNEAPOLIS FOR A TRAFFIC SIG- <br /> NAL AT LOWRY AVENUE N.E. AND STINSON <br /> BOULEVARD. <br /> Motion carried unanimously. <br /> The meeting was recessed at 8 p.m. and resumed at 8 : 10 p.m. for a <br /> presentation on noise pollution and options for elimination through <br /> ordinance and metering enforcement by Al Perez , Minnesota Pollution <br /> Control Agency, and Len Loken, City of Bloomington. A letter from a <br /> resident who complained of the muffler noises on St. Anthony Boule- <br /> vard was also considered. Councilman Sauer suggested a noise ordi- <br /> nance might be drafted after staff had gotten several more ordinances <br /> from other municipalities than Bloomington, and a firm cost for the <br /> metering equipment and training had been established which would <br /> allow the program to become self-supporting. The City Attorney <br /> thought the City should start out with only traffic metered enforce- <br /> ment programs rather than adopting an all-encompassing noice pollu- <br /> tion code which might be difficult to enforce . <br /> Three of the Council indicated they would be able to provide the <br /> quorum for the Special Council Meeting to be held at 5 p.m. , July 16 , <br /> to approve the 1979-003 Water Improvement Project bid. <br /> The notice for the hearing on the use of Revenue Sharing Funds to <br /> be held by the City Manager at 7 p.m. , July 24 , was noted. <br /> The July 30 seminar on levy limits was noted and reservations for <br /> the Congress of Cities to be held in November will be made through <br /> Carol Johnson within the next few days . <br /> In her July 6 report to the Council , Mayor Haik told of the meeting <br /> she and Mr . Fornell had with the Apache ownership regarding the ex- <br /> pansion of the liquor operation on Apache property and listed the <br /> three sites she saw as viable for expansion. The site analysis pro- <br /> posal from Economic Research had been added to the agenda, but there <br /> was no indication from the Council that further studies should be made . <br />
