-3- The Manager responded to Mr. Soth' s July 3 comments regarding the • proposed agreement with Minneapolis for a traffic signal at Stinson Boulevard and Lowry Avenue N.E. by saying Mr. Koski , of the Minneapolis Traffic Department, had estimated St. Anthony ' s share of the main- tenance expenses should run about $50 a year. He then recommended approval of Resolution 79-047 with a change in wording to indicate the City' s willingness to participate in both "construction and maintenance" of the signals . Motion by Councilman Sauer and seconded by Councilman Sundland to adopt Resolution 79-047 as amended. RESOLUTION 79-047 A RESOLUTION, APPROVING THE AGREEMENT WITH MINNEAPOLIS FOR A TRAFFIC SIG- NAL AT LOWRY AVENUE N.E. AND STINSON BOULEVARD. Motion carried unanimously. The meeting was recessed at 8 p.m. and resumed at 8 : 10 p.m. for a presentation on noise pollution and options for elimination through ordinance and metering enforcement by Al Perez , Minnesota Pollution Control Agency, and Len Loken, City of Bloomington. A letter from a resident who complained of the muffler noises on St. Anthony Boule- vard was also considered. Councilman Sauer suggested a noise ordi- nance might be drafted after staff had gotten several more ordinances from other municipalities than Bloomington, and a firm cost for the metering equipment and training had been established which would allow the program to become self-supporting. The City Attorney thought the City should start out with only traffic metered enforce- ment programs rather than adopting an all-encompassing noice pollu- tion code which might be difficult to enforce . Three of the Council indicated they would be able to provide the quorum for the Special Council Meeting to be held at 5 p.m. , July 16 , to approve the 1979-003 Water Improvement Project bid. The notice for the hearing on the use of Revenue Sharing Funds to be held by the City Manager at 7 p.m. , July 24 , was noted. The July 30 seminar on levy limits was noted and reservations for the Congress of Cities to be held in November will be made through Carol Johnson within the next few days . In her July 6 report to the Council , Mayor Haik told of the meeting she and Mr . Fornell had with the Apache ownership regarding the ex- pansion of the liquor operation on Apache property and listed the three sites she saw as viable for expansion. The site analysis pro- posal from Economic Research had been added to the agenda, but there was no indication from the Council that further studies should be made .
