The Council then took up the request for signage variances for the proposed Sibley catalog showrooms which had been acted on by the Planning Board during their Special Meeting, held July 31 , as re- flected in the minutes of that meeting. As he had at the Planning Board meeting, James Ruvelson, of Ruvelson Associates , Inc . , presented the proposal on behalf of Sibley who was also represented by Dor. Zld S . Mears . The sign company representative presented the layouts for the proposed signage for the building on 38th Avenue N.E. , but agreed to work with staff to bring them more closely into conformance with the City' s sign ordinance if Sibley is allowed to paint in their corporate name on the existing signs on the building for the anticipated September 1 opening of the show- rooms . Bill Soth, City Attorney, arrived at 7 : 40 p.m. Motion by Councilman Sundland and seconded by Councilman Letourneau to support the Planning Board' s recommendation and grant Sibley a temporary variance to place no more than a total of 445 square feet of signage as proposed on the east-facing and west-facing facades of the existing building, with any signage on the north side as presented, with the understanding specific plans for permanent signage must be • presented for Council consideration no later than their first meeting in January, 1980. In granting this temporary variance, the Council concurs with the Planning Board that the September 1 opening of the showrooms justifies the allowance of some signage; it is hoped the Sibley operation will have a positive impact on that depressed busi- ness area, and the conclusion that the total sign square footage allowable under the existing sign ordinance is disproportionate to that which would be allowed a smaller business operation than Sibley. Motion carried unanimously. The remodeling of the Apache Liquor Lounge was accepted as Addendum 11C to the Agenda. Motion by Councilman Sauer and seconded by Councilman Sundland to adopt Resolution 79-055. RESOLUTION 79-055 RESOLUTION PROVIDING FOR A` TRANS- FER OF INSURANCE CLAIM SETTLEMENTS FOR EQUIPMENT REPAIR. Motion carried unanimously. Motion by Councilman Sundland and seconded by Councilman Ranallo to adopt the resolution which authorizes a transfer of funds to cover • the increased rates for care of prisoners.
