-3- RESOLUTION 79-056 RESOLUTION PROVIDING FOR A 1979 BUDGET TRANSFER. Motion carried unanimously. Although he viewed the wording as vague from a legal standpoint, Mr. Soth concurred with the signing of the Joint Cooperation Agree- ment with Hennepin County to enable the City to recieve the funding designated to it from the Community Block Grant Program. Motion by Councilman Sundland and seconded by Councilman Letourneau to adopt Resolution 79-058 . RESOLUTION 79-058 A RESOLUTION IMPLEMENTING A JOINT COOPERATION AGREEMENT WITH HENNEPIN COUNTY REGARDING COMMUNITY BLOCK DEVELOPMENT FUNDS . Motion carried unanimously. Steve Campbell, of Short-Elliott-Hendrickson, told the Council there had been a delay in Roseville ' s awarding the bids for the Highcrest Road Improvement Project and therefore construction completion might not be attained this year, but he assured them at least the base of the roadway would be laid before winter sets in or the entire project will be dererreC, to next spring. He told Councilman Sauer he felt inflation would more than offset any bids which might be sought next spring. Motion by Mayor Haik and seconded by Councilman Sundland to adopt Resolution 79-059 . RESOLUTION 79-059 A RESOLUTION DIRECTING THE CITY OF ROSEVILLE TO PROCEED WITH THE IMPROVEMENT OF HIGHCREST ROAD. Motion carried unanimously. Prior to the meeting, the Council had been provided copies of the August 9 letter from five property owners on' Anthony Lane North pro- testing the provision of an access to the M & M site at the end of Anthony Lane and the City Attorney' s August 13 response to the M & M counsel in which he denied that corporation's right to the proposed access. The meeting was recessed from 8 : 01 p.m. to 8 : 10 p.m. so that those present, including approximately 15 persons from various firms located on Anthony Lane, could digest this additional information. Objections to the access were reiterated by C. G. Hill, of C. G. Hill and Sons, and Al Groetsch and Robert Featherstone, of Central Engi- neering, who expressed support of the Council ' s decision to take no further action in view of no further response from M & M to the City Attorney' s letter.
