-3- <br /> RESOLUTION 79-056 <br /> RESOLUTION PROVIDING FOR A 1979 <br /> BUDGET TRANSFER. <br /> Motion carried unanimously. <br /> Although he viewed the wording as vague from a legal standpoint, <br /> Mr. Soth concurred with the signing of the Joint Cooperation Agree- <br /> ment with Hennepin County to enable the City to recieve the funding <br /> designated to it from the Community Block Grant Program. <br /> Motion by Councilman Sundland and seconded by Councilman Letourneau <br /> to adopt Resolution 79-058 . <br /> RESOLUTION 79-058 <br /> A RESOLUTION IMPLEMENTING A JOINT <br /> COOPERATION AGREEMENT WITH HENNEPIN <br /> COUNTY REGARDING COMMUNITY <br /> BLOCK DEVELOPMENT FUNDS . <br /> Motion carried unanimously. <br /> Steve Campbell, of Short-Elliott-Hendrickson, told the Council there <br /> had been a delay in Roseville ' s awarding the bids for the Highcrest <br /> Road Improvement Project and therefore construction completion might <br /> not be attained this year, but he assured them at least the base of <br /> the roadway would be laid before winter sets in or the entire project <br /> will be dererreC, to next spring. He told Councilman Sauer he felt <br /> inflation would more than offset any bids which might be sought next <br /> spring. <br /> Motion by Mayor Haik and seconded by Councilman Sundland to adopt <br /> Resolution 79-059 . <br /> RESOLUTION 79-059 <br /> A RESOLUTION DIRECTING THE CITY OF ROSEVILLE <br /> TO PROCEED WITH THE IMPROVEMENT OF HIGHCREST <br /> ROAD. <br /> Motion carried unanimously. <br /> Prior to the meeting, the Council had been provided copies of the <br /> August 9 letter from five property owners on' Anthony Lane North pro- <br /> testing the provision of an access to the M & M site at the end of <br /> Anthony Lane and the City Attorney' s August 13 response to the M & M <br /> counsel in which he denied that corporation's right to the proposed <br /> access. The meeting was recessed from 8 : 01 p.m. to 8 : 10 p.m. so that <br /> those present, including approximately 15 persons from various firms <br /> located on Anthony Lane, could digest this additional information. <br /> Objections to the access were reiterated by C. G. Hill, of C. G. Hill <br /> and Sons, and Al Groetsch and Robert Featherstone, of Central Engi- <br /> neering, who expressed support of the Council ' s decision to take no <br /> further action in view of no further response from M & M to the City <br /> Attorney' s letter. <br />
