The Planning Commission' s recommendation for approval of the ordinance modifications establishing- parking space minimum size of 9 x 19 feet for sitdown restaurants, the number of parking spaces, and the defi- nitions of such facilities was accepted. Motion by Councilman Sauer and seconded by Councilman Sundland to approve the first reading of Ordinance 1979-009 . ORDINANCE 1979-009 AN ORDINANCE RELATING TO COMMERCIAL PARKING LOTS AND SIT-DOWN RESTAURANTS, AMENDING SECTION 2 , SUBDIVISION 2 , AND SECTION 12 , SUBDIVISION 9 , OF THE ST. ANTHONY ZONING ORDINANCE. Motion carried unanimously. The Planning Commission representative told the Council the Commission felt they needed further clarification regarding the requested vari- ances necessary for the construction of the Stafford' s machine shop and warehouse in the St. Anthony Office Park and tabled the request at the same time indicating to the Council questions they felt should be cleared up before the proposal could be approved. These problem areas included precedents which may have been previously set for similar variances for parking spaces on adjoining properties; how many additional spaces might be provided through application of the new parking space size criteria; and whether the screening required between commercial and residential development ;could be necessary • since the R-1 zoned property in this case is a cemetery. Mr.-' and Mrs. Robert Stafford; Ron Krank and Doug Lingren of Korunsky, Krank, Erickson, their consultants; and their attorney, Warren Mack of the Fredrikson firm, were present to answer questions about the proposed development. In addition to the -site and landscaping plans, Mr. Krank presented an alternate parking proposal by which he said ninety parking spaces could be provided should a change of ownership justify more parking than can be anticipated for the Stafford opera- tion, which has only 43 employees.
