1 The Councilmember said the St. Anthony Task Force ' s tour of the <br /> • 2 above the same day had convinced them that only politics <br /> 3 prevented this private enterprise from competing with the County's <br /> 4 garbage burning plant. He suggested the other Councilmembers would <br /> 5 probably be required to educate themselves about this method before <br /> 6 they could respond to the recommendation he expected the Task Force <br /> 7 to return with, August 9th. <br /> 8 The Mayor said Commissioner Sivanich had requested he serve on the <br /> 9 County's study commission and he intended to submit, with the <br /> 10 Councilmember's consent of course, Councilmember Enrooth's name <br /> 11 instead. <br /> 12 Marks to Attend the July 14th Meeting of the Youth Service Bureau <br /> 13 Board of Directors <br /> 14 As Board President , he would be attending the above, the <br /> 15 Councilmember indicated. <br /> 16 St. Anthony to Observe "National Night Out" , August 9th <br /> 17 Mr. Childs had provided in the agenda packet a copy of the <br /> 18 Proclamation the Mayor would be signing and explained that the City <br /> 19 had missed participating last year in this crime prevention program <br /> 20 which has grown nationwide. <br /> 21 Council Action <br /> 22 Motion by Ranallo, seconded by Marks to authorize the observance of <br /> 23 "National Night Out" in St. Anthony, August 9th. <br /> 24 Motion carried unanimously. <br /> 25 DEPARTMENT AND COMMITTEE REPORTS <br /> 26 Hance & LeVahn Report on Matters Conducted at Hennepin County <br /> 27 District Court, June 15, 1988 <br /> 28 XarXs reiterated dismay at the number of times the Judge had stayed <br /> 29 fines and sentences that day. He asked staff to see if they could <br /> 30 find any type of study which supported the effectiveness of this <br /> 31 practice. The Councilmember also questioned whether many of the <br /> 32 bench warrants resulted in arrests and whether many of those the City <br /> 33 prosecuted ever served time in jail . <br /> 34 Makowske agreed, saying she also couldn't understand why the charge <br /> 35 of marijuana possession had been dropped in one case. She was told <br /> 36 the amount of the substance found as well as the fact that lesser <br /> 37 charges were probably dropped in favor of the more serious offense <br /> 38 for which the defendant was fined $200.00 . <br /> 39 June 18 . 1988 and Annual Fire Department Reports <br /> • 9 <br />
