3. Tax Rates. The City Manager discussed the tax rate estimated for 1995 on a <br /> $100,000 home. He reported that the following are tax rate increases for the <br /> 3 political subdivisions: School - 10.243; County - .645; City - 2.286; Other - <br /> 4 .018. <br /> 5 <br /> 6 IX. COMMUNITY CENTER ISSUES <br /> 7 1. Smoking Restrictions. The City will be adopting a 'no smoking' policy for <br /> 8 the new City Hall/Community Service Center. The City Manager reported <br /> 9 that there are a few employees that smoke and all employees have been <br /> 10 informed by memo about the new policy. <br /> 11 2. Facility Usage. The City Manager reported that the Staff is finalizing the <br /> 12 policy for the usage of the gymnasium, community rooms and meeting <br /> 13 rooms. Staff has researched other cities' policies. <br /> 14 3. LaFleur Letter. The City Council directed the City Manager to send a copy <br /> 15 of this letter to the School District. <br /> 16 4. Furniture. The City Manager reported that the architect has requested to <br /> 17 meet with Staff and Council sometime in December or January in order to <br /> 18 present color, fabric and carpet samples, wall textures, brick samples, etc. <br /> X. OTHER BUSINESS <br /> wo 1. Rice Creek Watershed District re: Apache Plaza. The City received a letter <br /> 21 dated October 31, 1995 from the Rice Creek Watershed District indicating <br /> 22 that their engineer has approved the new preliminary redevelopment plans <br /> 23 for Apache Plaza. CUB continues to be interested in locating at Apache. <br /> 24 FirstBank indicated that they may be able to present a concept review to the <br /> 25 Planning Commission in December or January. <br /> 26 There have been a number of requests from various organizations to lease <br /> 27 space in Apache Plaza, including three churches and the VFW. <br /> 28 2. CDL Drug/Alcohol Testing Policy. The City's policy complying with the <br /> 29 federal regulation under the Omnibus Transportation Employee Testing Act <br /> 30 will be on the 12/6 or 12/20 Council Meeting agenda for consideration. <br /> 31 3. Winston Company. The City Manager reported that Winston Company is <br /> 32 proposing to expand in the St. Anthony Industrial Park. He also reported <br /> 33 that the gas station mall on Stinson and 39th Avenue is considering <br /> 34 purchasing the Pizza Hut building in order to expand their business. <br /> 35 Negotiations continue between the owners of both properties. <br /> 36 4. Sign Variance for Planning Commission. The Planning Commission will be <br /> considering a sign variance at the November 21st meeting for the Apache <br /> 8 Medical Building. <br />
