That means that our diversion <br /> program does not work for approximately 10% of the youth. Studies have shown that it <br /> is this 10% who will grow up to become adult offenders unless intervention occurs. <br /> NYFS is piloting a Repeat Offender Program in 1996 and hopes to continue the program <br /> with grant funding in 1997.
