CITY OF ST. ANTHONY <br /> 2 CITY COUNCIL BUDGET/WORK SESSION MINUTES <br /> 3 October 1, 1996 <br /> 4 7:00 P.M. <br /> 5 I. CALL TO ORDER/PLEDGE OF ALLEGIANCE. <br /> 6 The meeting was called to order at 7:00 P.M. <br /> 7 II. ROLL CALL. <br /> 8 Councilmembers Present: Marks, Enrooth, Wagner and Faust. <br /> 9 Councilmembers Absent: Mayor Ranallo <br /> 10 Also present: Michael Mornson, City Manager; Kim Moore-Sykes, Management <br /> 11 Assistant; Larry Hamer, Public Works Director; Dick Engstrom, Chief of Police; <br /> 12 Dick Johnson, Fire Chief; Roger Larson, Finance Director; and Mike Larson, <br /> 13 Liquor Operations Manager. <br /> 14 III. REVIEW 1997 PROPOSED BUDGET WITH STAFF. <br /> 15 The City Manager reviewed the budget calendar for the draft budget and presented <br /> 16 the Summary of Revenue and Expenditures. He reported that Departments had <br /> 17 been advised to keep costs in place, except salaries and benefits as negotiated for <br /> union contracts. The budget that is being reviewed is the result of the Staff's efforts <br /> to present a "stand in place" budget to the City Council. <br /> 20 The Finance Director presented the draft budget. He explained the proposed 1997 <br /> 21 tax rate. The City's 1997 portion of the proposed tax levy will be the same as 1996. <br /> 22 He indicated that a slight increase in Fiscal Disparities and an increase of property <br /> 23 valuations are some of the reasons that allows the City to be able to present a <br /> 24 "stand in place" budget. <br /> 25 Stan Nelson, 3504 Maplewood Drive, addressed questions he had to the City <br /> 26 Council regarding unfunded mandates and would like the City to look at that issue. <br /> 27 IV. UPDATE REDEVELOPMENT PLAN. <br /> 28 The City Manager reported that there will be a public hearing regarding the <br /> 29 amended Redevelopment Plan at the November 12th Council meeting. He <br /> 30 indicated that the Planning Commission reviewed the Plan at their September 17th <br /> 31 meeting. The Council proposed adding the streetscaping project to be done in <br /> 32 conjunction with the bridge repairs Ramsey County will be doing at Silver Lake <br /> 33 Road and 37th Avenue NE. <br /> 34 V. APACHE TIF UPDATE. <br /> 35 The City Manager reported that he met with Jerry Gilligan of Dorsey & Whitney <br /> and Bob Thistle of Springsted regarding the status of the New Market building and <br /> its impact on the Apache TIF District. <br />
