1 Pete Willenbring, WSB, reported on the status of the proposed City's Flood <br /> 2 Relief Granting Program for property owners who have been subject to <br /> 3 recurring flooding. He summarized the proposed program and implementation <br /> 4 whereby 2/3 or $10,000 of the work would be funded through the grant <br /> 5 program and the balance to be paid for by the property owner. Applications <br /> 6 would identify the problem and the proposed solution and be submitted to the <br /> 7 City. The applications would then be reviewed by consulting engineers for <br /> 8 frequency of flooding, cost benefits of the project, and the amount of damage <br /> 9 caused by past flooding. There was discussion regarding other eligibility <br /> 10 criteria. Willenbring indicated that the program is only a plan at this point; it <br /> 11 will need to be adopted by the City Council. <br /> 12 <br /> 13 Todd Hubmer, WSB, reported on the proposed concept design for the home buy <br /> 14 out proposal. He indicated that 5 homes have been identified as properties that <br /> 15 continue to have significant flooding events and which make sense for the City <br /> 16 to purchase. The acquired properties would then be redeveloped into drainage <br /> 17 swale or stormwater retention area. Hubmer indicated that these proposed <br /> 18 swales would only fill in extreme rainfall or storm events. He also indicated <br /> 19 that these depressions could be landscaped and be more passive "pocket" park <br /> 20 areas. He reported that the planned swales would alleviate congestion in the <br /> 21 stormwater sewer system. <br /> • 22 <br /> 23 Hubmer presented possible configurations for Emerald Park and Silver Point <br /> 24 Park, which would enable the City to use them to retain storm water in extreme <br /> 25 rainfall events. He indicated that these designs would involve working with the <br /> 26 park task force or the park commission in finalizing any modification or design <br /> 27 plans. He also presented plans for the northeast area of Central Park where <br /> 28 water currently collects after a rainfall. Hubmer indicated that by lowering this <br /> 29 wet area more, the residential properties adjacent to the Park would be at less <br /> 30 risk of flooding. <br /> 31 <br /> 32 IV. CUB FOOD INCIDENT - Renee Reed. <br /> 33 Ms. Renee Reed, New Brighton resident reported that when she and her <br /> 34 companion recently went to Cub Foods to do some shopping, their new, limited <br /> 35 edition sports vehicle was damaged while parked in the parking lot. She said <br /> 36 that they reported it to Cub's management but felt that they were insensitive to <br /> 37 the incident. They were concerned about this because they felt they were <br /> 38 victims of intentional, racially motivated violence. She indicated that they <br /> 39 would like Cub to pay the deductible on their auto insurance and to participate <br /> 40 or contribute to community youth organizations in an effort to provide youth <br /> 41 with more positive activities. <br /> 42 <br /> 43 V. PROPOSED POLLING LOCATION CHANGE. <br /> 44 The City Manager reported that because of accessibility issues with the Public <br /> 45 Works garage, a change in the Ramsey County precinct polling place has been <br />
