1 <br /> 2 Councilmember Thuesen asked if the proposed bridge repair on Silver Lake Road will <br /> .3 impact business at SAV II. Larson answered no, that there are marketing promotions <br /> 4 that he can use to overcome that situation. The Mayor indicated that Cub does not <br /> 5 anticipate a drop in business either. Councilmember Thuesen asked if there would be <br /> 6 an impact on SAV I if the Stonehouse were closed. Larson indicated that there would <br /> 7 be an impact because SAV I does not have the visibility that SAV II has, so it depends <br /> 8 on the clientele from the Stonehouse, especially the Friday night business. <br /> 9 <br /> 10 Councilmember Faust stated that the reason the City is in the liquor business is that it <br /> 11 mitigates the tax burden on residents. He indicated that having municipal liquor stores <br /> 12 serves the community better than only issuing liquor licenses, because licenses do not <br /> 13 bring in the revenue that the liquor operations does. Councilmember Faust stated that <br /> 14 what does bring in the revenue are clean glasses, clean air, good food and good service. <br /> 15 He indicated that he would like to take a wait and see attitude because there has been a <br /> 16 gradual increase in the Stonehouse profits. He also stated that he would like to see <br /> 17 money spent for the repairs and in staff and then revisit the issue in nine months. <br /> 18 <br /> 19 The Mayor stated that last year the Council directed Larson to wait on putting a liquor <br /> 20 budget together until they could see where the liquor operations were going. He stated <br /> 21 that he sees the repairs as ordinary and basic. Larson said that he will go back and look <br /> 22 at what absolutely has to be repaired. <br /> 23 <br /> 4 Councilmember Cavanaugh stated that he wants to turn the whole operation over to the <br /> 5 private sector, that the Council should at least look at alternative options. He also <br /> 26 suggested that the Council should look at putting the SAV I in the vacant Town & <br /> 27 Country building as it may help bring in more business to the Shopping Center. The <br /> 28 Mayor stated that if the Council decides to give up the liquor business, the City would <br /> 29 have to make at least six liquor licenses available for purchase and the City would also <br /> 30 give up control. <br /> 31 <br /> 32 VI. CITY MANAGER'S UPDATES. <br /> 33 A. Tires Plus Request. The City Manager reported that the owner of Tires Plus <br /> 34 have agreed to pay $25,000 toward replacing the fagade. He indicated that he <br /> 35 had received a quote of$95,000 from KKE to do the job. The City Manger <br /> 36 stated that he recently received notification from the owner of Tires Plus that <br /> 37 they will pay $5,000 and finance the balance over 18 months. The City <br /> 38 Council indicated that his proposal is not acceptable. <br /> 39 <br /> 40 B. Certification of Local Performance Measures. The City Manager reported that <br /> 41 certification of local performance measures was originally proposed by Andy <br /> 42 Dawkins as a plan for the City of St. Paul. It later became adopted statewide. <br /> 43 He stated that the St. Anthony's police and fire departments currently submit a <br /> 44 report annually, which allows St. Anthony to receive LPA. <br /> .45 <br /> 3 <br />
