-2-
b. Discussion of ordinance requiring residents to remove drain tile from
• sanitary sewer. Attached is a memo from Larry Hamer regarding the problem.
ACTION: I would recommend we have our attorney prepare an ordinance to
require residents to remove the the from the sanitary sewer system.
c. Discussion of request to sell used autos at Flea Market. Attached
please find a letter from Mr. David A Pyles regarding this matter.
ACTION: The zoning ordinance is somewhat fuzzy on this subject. Car sales
are mentioned in salesrooms only and I have advised Mr. Pyles that I wouldn't
approve of outdoor sales of cars. I feel we would be creating a real can of
worms if we allow this. Within a short period of time I'm certain we would
have all kinds and types of merchandise being sold in the lot up there and
we've had enough problems with the parking without allowing sales outside.
9. Communications/Petitions
a. Letter from Student Council regarding Music Fest. I have discussed the
request with Chief Brown and he and I both feel that there could be many
problems unless the Student Council is prepared to hire policemen to provide
security. I would also recommend that if the council grants approval that
no advertising be allowed and that only St. Anthony students be invited.
An earlier quitting time would also be adviseable because of noise, etc.
b. State of Minnesota regarding dangerous intersection signs. I sent a
letter to the highway department requesting signs as the Council requested.
• Highway department employees came out and toured the area with me but still
indicated they didn't feel the signs were necessary. The night they were
out (April 24th) there was a 3 car and 1 motorcycle accident on the corner
but luckily only 1 person was hurt. However, on May 8th there was another
accident and a little girl received a broken leg and facial lacerations.
ACTION: Council
c. Letter from Suburban Nursing Service-Informational
ACTION: File letter and determine who, if anyone, can attend meeting.
d. Ramsey County League letter-Informational
ACTION: Discussion regarding our position on tax bills reported to date.
e. Letter AMM regarding annual meeting.
ACTION: Everyone who plans to attend please indicate so and we'll send
registration in. Everyone who can should try to attend the annual meeting.
f. Letter from Hennepin County Public Works regarding CSA 94. Material
attached.
ACTION: Recommend we approve and then began procedures to assess the project.
10. Reports
a. Jim Fornell regarding sewer bill adjustments. I believe Jim covers the
problems very adequately in his report and I would concur with recommend-
ations.
ACTION: Recommend council authorize manager to adjust distorted sewer bills
