-2- <br /> The <br /> 2-The Planning Board's recommendation on the approval of a variance on a prop- <br /> osed sign for the Goodyear Service Center was discussed. It was the opinion <br /> of the majority of the Council that they would be in favor of the pylon -sign <br /> as proposed. <br /> Mr. John Bogucki, representing Rodney Billman Inc., explained to the Council <br /> the reason for submitting a plat for the property under condemnation proc- <br /> eedings by St. Anthony School District #282. He stated that Mr. Billman had <br /> taken action to have the proceedings vacated and that the condemnation proc- <br /> eedings as set forth by the school district were in error. The Council inform- <br /> ed Mr. Bogucki that they would consider the plat if the property is nct taken by <br /> the District 232 School Board, but that at this time the matter would be <br /> tabled until the condemnation proceedings were either carried out or vacated. <br /> Mr. Bogucki inquired about sign requirements and variances, and Mayor O'Connor <br /> explained to him what would be allowable under the sign ordinance. <br /> Dr. Emond explained that representatives of the Sunset Memorial Cemetery <br /> discussed with the Planning Board their proposal to rezone a portion of the <br /> cemetery east of Highway #8 and south of County Road C to light industrial <br /> zoning. He reported the board was favorable to such a proposal . <br /> The Village Attorney was directed to prepare an amendment to the Sign Ordinance <br /> to allow for the temporary erection of signs for non-profit organizations and <br /> to provide for a clarification of the terminology describing the pylon sign. <br /> • Mr. Comstock, Village Engineer, talked at length on the affect of the Ashbach, <br /> Blatz and Minneapolis-St. Paul Metropolitan Sewer bills under consideration by <br /> the legislature. He indicated that he felt that St. Anthony's sanitary sewer <br /> problems were tied to the Minneapolis-St. Paul plan. <br /> A plan for the vacation of Silver Lake Road from St. Anthony Blvd.to Highway <br /> #8 was presented. After considerable discussion, Mayor O'Connor moved and <br /> seconded by Councilman Springer that the Village Manager be directed to contact <br /> the Minnesota State Highway Department regarding the vacation of the extension <br /> of Silver Lake Road between St. Anthony Boulevard and Highway #8. <br /> Motion Carried. <br /> The Village Manager informed the Council that Section 15, Ordinance No. 12 was <br /> in conflict with the proposed Excavation Ordinance and recommended that this <br /> portion of the Ordinance be repealed. The Village Attorney was instructed to <br /> include the repeal of this section in the excavation ordinance. <br /> Councilman Dougherty introduced Resolution No. 66-017 and moaned that it be <br /> adopted. <br /> RESOLUTION NO. 66-017 <br /> A RESOLUTION AUTHORIZING THE PURCHASE OF BOND <br /> IMPROVEMENT FUND #57 BONDS HELD BY THE GENERAL <br /> • FUND. <br /> The resolution was duly seconded by Councilman Sorenson. <br />
