Mr. Dunphy stated that he proposed to raise his exhaust <br /> stack to 25 feet and introduce a deodorizing mist into the steam as it is <br /> discharged. Councilman Dougherty moved and seconded by Councilman Springer <br /> that the development plans be approved subject to the installation of the <br /> 25 foot stack and the odor neutralizer and also subject to the approval of <br /> the Planning Board on site plantings and fencing and the providing of addit- <br /> ional parking as is needed. <br /> Motion Carried. <br /> M. Howitz discussed the preliminary proposal of Chuck blest regarding the <br /> construction of a P.O.Q. food store north of the Clark Station on Stinson <br /> Boulevard, North of 33rd Avenue N.E. Mr. Howitz requested the Council to hold <br /> the commercial development to the corners only so that the Pat-Pen residential <br /> development would be protected from commercial encroachment. He suggested <br /> that a hearing be held to rezone the property to two family residential. <br /> Councilman Springer moved and seconded by Councilman Dougherty that the <br /> Planning Board be requested to hold a public hearing on the Ammerman property <br /> north of the Clark Station to consider the rezoning change from Commercial to <br /> R2. <br /> • Mbtion Carried. <br /> The sign proposal of Medtronics Inc. was referred to the Village Manager for <br /> compliance with the Sign Ordinance. <br /> The Council requested that the Planners preliminary report be submitted to the <br /> Council in advance of a proposed joint meeting with the Planning Board. <br /> Mr. Howitz suggested that Mr. Katterheinrich be extended the appreciation <br /> of the Village for his services on the Planning Board. Mayor O'Connor <br /> stated that a Certificate of Merit would be sent to him on behalf of the <br /> Village. <br /> A resolution introduced by Mr. Duane Miedtke was read providing for the <br /> installation of sidewalks on Village streets with an overage daily vehicle <br /> count of 1400 or mar e. <br /> A number of residents abutting Silver Lake Road were present and asked to be <br /> heard on the matter of the installation of sidewalks in front of their property <br /> Mayor O'Connor explained in detail that all residents would be heard at a <br /> public hearing, the date to be set upon receipt of the feasibility reports <br /> from the Village engineer. Several property owners spoke against the install- <br /> ation of sidewalks in front of their property. It was pointed out by some <br /> residents that driveway problems and considerable devaluation to their property <br /> would result from the installation of sidewalks. Most of those present appeare(� <br /> . to be opposed to holding a public hearing on the project. Mayor O'Connor re- <br /> peated his explaination on the legal requirements of holding a public hearing <br /> and closed the discussion. <br /> After discussion, Councilman Dougherty moved and seconded by Councilman Bailey , <br /> that final approval be given the Villella Plat & that..the Mayor b Village <br /> Clerk be autiior,,ized to sigi the plat on behalf of the Village. <br />
