-8- <br /> Item #7 Street Improvement and ornamental lighting, St. Anthony Boulevard <br /> from Stfnson Boulevard to Silver Lake Road was opened for consideration. <br /> The Village engineer explained in detail the proposed construction and <br /> outlined the costs as follows: <br /> Total Cost - $62,480.00 <br /> Assessable frontage 3900' <br /> Assessable cost per front foot $16.00 <br /> The Village engineer explained that included in the total cost of the improve- <br /> ment was $22,500.00 for underground wiring and ornamental street lighting. <br /> This part of the total assessment represented $5.75 per front foot. The Mayor <br /> opened the matter to general discussion. <br /> Mr. Dircks stated that in his petition for street lighting that he only <br /> wanted the standard wood poles. He was reminded that the Village Council <br /> had informed him at the time the petition was presented that an agreement with <br /> the Minneapolis Part: Board provided for ornamental street lighting on St. <br /> Anthony Boulevard. Mrs. Charles Kausel stated that ornamental poles had been <br /> removed several years ago by the Minneapolis Park Board. Mr. Charles Kausel <br /> stated that state aid funds or Village funds should be used for the improvement <br /> and that the property owners should not be assessed.. He also stated that <br /> . the street should be made wider than the width proposed. Mr. Olson explained <br /> that St. Anthony Boulevard was not a state aid street and was not eligible <br /> for such funds as the mileage had been distributed to other streets in 1961 <br /> prior to the Village's taking over the maintenance of the boulevard. Mr. Olson <br /> further stated that the width was arrived at to accommodate existing utilities <br /> and trees. Mr. Dircks again stated that he felt his petition was not for <br /> ornamental lighting. Mayor O 'Connor stated that the Village had to live up <br /> to its agreement with the Minneapolis,Park Board. <br /> Mrs. Johnson asked why the Village had taken over the Boulevard and stated <br /> that she felt that the City of Minneapolis should restore the roadway. Mayor <br /> O'Connor stated that the Boulevard was taken over by the Village in 1965 and <br /> stated that he felt the Council acted in the best interest of the Village. <br /> Frank Madden stated that it was not proper to assess the improvement 100% <br /> against abutting property owners and that he felt a 25% assessment would be <br /> more equitable. He said the Village only took over the Boulevard to protect <br /> the liquor store. The Mayor stated that 40 years is tops for the life of a <br /> roadway and that the residents could certainly expect an improvement after <br /> such a span of years. Mrs. Alois Schmid suggested the same type of paving <br /> for the area West of Silver Lake Road as proposed for the East side. Mr. <br /> Olson explained that the condition of the curbing, catch basins and surface <br /> was in far greater need of replacement on the area West of Silver Lake <br /> Road. Mrs. Schmid further stated that she did not use the street. Mr. Kausel <br /> stated that the Village should wait for the freeway storm sewer to be complet- <br /> ed so that storm water problems could be resolved on the boulevard before a <br /> surfacing program was instituted. Mr. Olson stated that the St. Anthony <br /> Boulevard storm sever capacity could be increased by 33 1/3% by the blocking <br /> of water coming from McKinley St. He informed those present that the Village <br /> was in the process of resolving the problem. Mr. Dircks stated that he <br /> also did not use the boulevard, that his guests parked in his driveway off <br /> of the alley. Mr. William Keefer, 2713 St. Anthony Boulevard felt that the <br /> project should be deferred until the water was handled first. Mr. Olson <br /> stated that the only problem was the correction of the outlet at the South <br />
