-4- <br /> • /The request for a sign for the Apache Medical Center Drug Store was referred <br /> to the Village Manager for compliance with the Sign Ordinance. <br /> Upon motion by Mayor O'Connor, seconded by Councilman Dougherty it was moved <br /> that the Planning Board be directed to hold a public hearing on the request <br /> for remodeling and expansion- of the Johnson Floral Company. <br /> Motion Carried. <br /> \Mahlon Sandberg appeared regarding the placing of a sign to advertise his <br /> apartments. He stated that the sign was necessary for the renting of his <br /> apartments. It was suggested that Mr. Sandberg and the other two apartment <br /> owners submit a plan for a directory type sign incorporating all of the <br /> apartment owners in a single sign. He indicated that he would pursue the <br /> suggestion. <br /> The Mayor announced that the continued hearing on 1967 Improvements was now <br /> open. Mr. Charles Kausel presented a petition opposing any improvement of <br /> St. Anthony Boulevard West of Silver Lake Road. Mr. Kausel reviewed his <br /> objections presented at the June 6, 1967 hearing. Councilman Springer asked <br /> if Mr. Kausel has paid for an assessment for street improvement in front of <br /> his house. He stated that he had at a Minneapolis address. Mr. Kausel <br /> stated he was opposed to any type of improvement on St. Anthony Boulevard and <br /> that he felt that the Village should pay for any improvement out of the gen- <br /> eral fund as the road was in affect an arterial street. Mr. Beutel , Sunset <br /> • Memorial Cemetery, reviewed the reason for the Village taking over St. Anthony <br /> Boulevard from the City of Minneapolis Park Board, pointing out the need for <br /> access to U.S. 35W. Mr. James McNulty, explained also that both Sunset Memor- <br /> ial and Hillside Cemeteries provided the impetus to acquire access to 3514, so <br /> that the Village would not be isolated from Highway #36. Mrs. Kausel stated <br /> that she felt the property owners should have been notified of the acquisition <br /> proposal. It was pointed out that the negotiations were over a several months <br /> period and stories were carried in the Village newspaper during that time. <br /> Several property owners stated that they felt the Village should pay the cost <br /> of the improvement as they made no use of the street and also that it was <br /> an arterial street. Mayor O'Connor stated that assessment procedures had <br /> been,-.established several years ago and to make any changes would cause inequ- <br /> ities. <br /> Mr. Hansing, Village engineer, outlined the cost of a proposed overlay as <br /> follows : <br /> St. Anthony Boulevard, West Silver Lake Road - $3.56 per ft. <br /> St. Anthony Boulevard, East Silver Lake Road - $4.48 per <br /> assessable ft. <br /> On a project basis - $4.02 per front ft. <br /> Mayor O'Connor declared the hearing closed and reviewed the proposals. <br /> Mayor O'Connor introduced a Resolution and moved its adoption. <br /> .-ZESOLUTION NOT ORDERING 19,7 STREET IMPROVEMENT <br /> ITEM #5 ST. ANTHONY BOULEVARD FROM STINSON BOULEVARD <br /> TO SILVER LAKE ROAD. <br />
