Motion by Stauffer, seconded by Sauer to 6en,7 request <br /> to ,ell flowers from her -oro-oerty on S.W. corner of Silver Lake RC. & 37th Ave. <br /> Motion carried unanimously. <br /> Mrs. Michaelhoff then stated her intentions of proceeding with her plans for <br /> sale of flowers on her property since she was not allowed to use this property <br /> for any other purpose except the payment of taxes. The Manager was instructed <br /> to alert the Police Dept. to enforce the City regulations against any commercial <br /> enterprises not licensed by the City. <br /> Mayor Miedtke proclaimed that the week of April 18 thru 20th be designated as <br /> "Honey Sunday Week" as per Jaycee request. <br /> Mayor Miedtke also proclaimed April 25th as Arbor Day and the period from April <br /> 25th to May 25th as Arbor Month in which time the residents of St. Anthony <br /> would be encouraged to plant trees to replace any killed by disease. Mr. Dulgar <br /> then reported on the City's plan to move the seedling trees now planted in the <br /> nursery out into the community this year and to establish 1,000 seedlings in the <br /> nursery for next years planting. Plantings were also discussed for the triang- <br /> ular shaped corner across from Medtronics. The Manager expressed his prefer- <br /> ence for plantings in the City parks rather than payment to residents for <br /> plantings of trees on private lots and Councilman Haik reported on the tentative <br /> plans of the Bicentennial Committee to incorporate the planting of trees along <br /> 29th Avenue with the celebration. <br /> • The following motion was made after the Manager told the Council that he had <br /> received assurances from the merchants of Apache Plaza Shopping Center that <br /> they intended to cooperate with the Rod Hopp Shows: <br /> Motion by Councilman Sauer, seconded by Councilman Sundland to approve the <br /> permit to the Rod Hopp Shows to conduct a carnival at the Apache Plaza <br /> Shopping Center from May 20th thru May 27th subject to (1) the area being <br /> cleaned up by the applicant at the close of the carnival, (2) the carnival <br /> operating only during the hours the shopping center is open and (3) security <br /> being provided for all such hours. <br /> Motion carried unanimously. <br /> The information provided by the League of Minnesota Municipalities regarding <br /> the proposed distribution of the railroad and telephone gross earnings taxes <br /> and the easing of the levy limits was discussed but no action taken. <br /> The Council also discussed attendance at the 1975 convention for the League of <br /> Minnesota Municipalities to be held in St. Paul from June 11th to June 13th. <br /> The Mayor and the Manager provided information regarding the land use bill now <br /> before the Legislature and SF 939 which deals with restrictions of local land <br /> use and development controls. <br /> Motion by Councilman Stauffer, seconded by Mayor Miedtke to support the Land Use <br /> and Development Bill and to indicate the Council's opposition to SF 939. <br /> Motion carried unanimously. <br /> The Investment Report for March 1975 was filed as informational. <br />
