-2- <br /> Mr. Dulgar reported on his meeting the rrevious day with Brigadier Wm. F. Kish, <br /> Divisional Commander of the Salvation Armor, and the City Attorney gave his <br /> recommendations for changes in the wording of the agreement between the City <br /> • and the Salvation Army governing their joint efforts to develop a nature trail <br /> on the Salvation Army property in St. Anthony. <br /> Motion by Councilman Haik, seconded by Councilman Stauffer to indicate the <br /> Council's concurrence with the agreement between the City of St. Anthony and <br /> the Salvation Army as amended. <br /> Motion carried unanimously. <br /> Motion by Councilman Haik, seconded by Councilman Sundland to accept the bids <br /> and award the contracts to: Anderson Aggregates for aggregates, Dunkley for <br /> asphalt, and W.H. Barber for oil. <br /> Motion carried unanimously. <br /> The meeting was recessed from 7:50 to 8:00 P.M. <br /> ZMr. Jack Maxwell explained his request for a variance to build a tuck-under, <br /> two car garage which would extend the front of his home at 3205 Silver Lake <br /> Road by 24 feet, with the garage to be built at basement level and top portion <br /> of the addition to be enclosed for a porch. He also said he wanted to drop <br /> the grade of his steep driveway to correct the limited view he now has to the <br /> south along Silver Lake Road and to give him a safer exit onto Silver Lake Road. <br /> No one else appeared to speak for or against the proposal and the Mayor closed <br /> • the public hearing at 8:07 P.M. <br /> The City Attorney explained how the request involved Section 300.08, Subd. 6, <br /> of the city ordinance which requires the front yard depth of any home not be <br /> less than the average depth of the front yards of the lots in same block and <br /> would therefore require the granting of a 22 foot variance to Mr. Maxwell. <br /> Motion by Councilman Sundland, seconded by Councilman Sauer to grant a 22 foot <br /> front yard variance to Mr. & Mrs. Jack Maxwell to allow them to construct a <br /> two car garage with the top portion enclosed on the front of their home at <br /> 3205 Silver Lake Road under the conditions cited by the City Attorney. <br /> Voting on the motion: <br /> Aye: Haik, Sauer, Sundland, Stauffer <br /> Nay: Miedtke <br /> \MOtion carried. <br /> Approximately 10 residents were present to tell the Council of the problems <br /> they had with sewage backed up in their basements during the heavy rainstorm <br /> Sunday, April 27th. Among these were Ted Wasnick, 2704 34th Avenue N.E.; <br /> Vernon Anderson, 2712 34th Avenue N.F.; Emmett Swanson, 2907 30th Avenue N.E.; <br /> Mr. & Mrs. Norman Cavanaugh, 2913 29th Avenue N.E.; Wm. Tefft, 2609 29th Avenue <br /> N.F., and George Blackey, 2908 West Armour Terrace. <br /> Most of these took issue with the City's contention that drain tile which are <br /> • <br /> connected to the sanitary sewer system in violation with the City ordinance, <br /> caused a flow through the sanitary sewer pipes which was too heavy for the <br />
