t.q <br /> Mr. Vickrey read Sewer Rate Ordinance #1975-003 and suggestions for changes from G <br /> Councilmembers and Mr. Dulgar's recommendations that only sample readings be made <br /> on a district basis were to be included for the second reading. <br /> • Motion by Councilman Sundland and seconded by Councilman Haik to indicate approval <br /> of the first reading of the ordinance <br /> ORDINANCE NO. 1975-003 <br /> AN ORDINANCE RELATING TO SEWER <br /> RA'Z'ES AND CHARGES: AMENDING SECTION <br /> 540:00 OF THE 1973 CODE OF ORDINANCES, <br /> AS AMENDED <br /> Motion carried unanimously. <br /> The Board of Review meeting of May 22 was reconvened at 7:50 PM and the list of new <br /> valuations made by the County Assessor were considered and discussed. <br /> Present and speaking about his new valuation was Mr. Dennis Palm, 3308 Roosevelt <br /> Court, who read a prepared statement in which he stated his willingness to have <br /> his home valuation raised to $63,000 but expressed his unhappiness with what he felt <br /> was still an inequity in the amount of taxes he paid because he thought they <br /> equaled the amounts paid by owners of homes worth $802000. <br /> In reply to his statement "If you question the system, they'll get you for making <br /> waves", Mayor Miedtke told him that of the list of persons who had asked for re- <br /> evaluation of their properties, 10 had their valuations lowered and 5 went up. <br /> • He said that because of State legislation which prohibited over a 5% increase in <br /> valuation in a year, all Mr. Palm's neighbors were probably not paying taxes which <br /> reflected the true valuations of their homes while his valuation now reflected <br /> the true worth of his home. He said the legislators had tried to remedy this <br /> condition during their last session but Mr. Lekson said it would probably take four <br /> years before the homes near Mr. Palm would be taxed at their real value. However, <br /> the assessor said he didn't think there was a danger of Mr. Palm's home being <br /> reevaluated in that time. <br /> The Manager said that when the City had placed its estimate of valuation of property <br /> and sent it to the County,that,body had added a 5% increase in valuation to each, <br /> which he felt might result in an overvaluation of some properties. <br /> Mr. Dulgar reported that one person on the list, John Forsberg, 3513 Belden Drive, <br /> although he was present during the Board of Review, had not requested a reappraisal <br /> and his name had been erroneously included on the list and his property had been <br /> reappraised. Mr. Vickrey said only the property of those soecifically requesting a <br /> reevaluation could be reviewed and therefore the new valuation for the Forsberg <br /> property should be discounted. <br /> Motion by Councilman Sundland and seconded by Councilman Stauffer to adjust the <br /> valuations of the properties listed by the County Assessor except those of Robert <br /> Brown and Richard Sokol, whose new valuations would amount to less thaw $500.00, <br /> and to eliminate the evaluation of the Forsberg property. <br /> 40 Motion carried unanimously. <br /> The Public Hearing on the walkway north of 37th Ave. N.E. was opened by Mayor <br /> Miedtke at 8:05 P.M. and no one appeared to speak for or against it except Donald <br /> Cottle, 2917 Silver Lane.
