installing the walkways from 37th Ave to Silver Lane saying the commercial property <br /> adjacent to the west side of Silver Lake Road up to Silver Lane would be assessed <br /> in the same manner as similar properties along Kenzie Terrace. He also mentioned <br /> the problems the City was having obtaining an easement for the Cottle property at the <br /> • corner of Silver Lane and Silver Lake Road saying it might be necessary for <br /> condemnation proceedings to be initiated to enable the walkway to be installed at <br /> that point. <br /> The Public Hearing was closed at 8:10 PM. <br /> Motion by Councilman Haik and seconded by Councilman Stauffer to direct the City <br /> Engineer to prepare the plans, specifications and advertisements necessary to proceedit: <br /> with Sidewalk Improvement Project 1975-001. <br /> Motion carried unanimously. <br /> Mr. Cottle then related his frustration with the manner in which the upgrading of <br /> Silver Lake Road by Ramsey County was bringing the road "almost up to his doorway" <br /> and said he was unwilling to make a decision about granting an easement to the City <br /> for the walkway until he knew how far into his property the roadbed would encroach. <br /> The City Engineer then told the Council that the Highway Dept.. was working out a <br /> change order with their contractors and the delay would make it feasible to omit <br /> 80 ft. in front of Mr. Cottle's property from the plans for the walkway until all <br /> parties concerned knew definitely where the curb was going to be placed. <br /> Motion by Councilman Sundland and seconded by Councilman Haik to defer consideration <br /> of the plans for the walkway in front of Mr. Cottle's home at 2917 Silver Lane, <br /> until further details of Ramsey County's plans for that corner are available and <br /> • to direct the City Manager to continue negotiations with Mr. Cottle in an effort <br /> to obtain an easement for the walkway. <br /> Motion carried unanimously. <br /> Mayor Miedtke said he was delaying the consideration of the reconstruction of 29th <br /> Ave. until after 8:30 P.M. at the request of residents who were interested in being <br /> present for the discussion. <br /> Motion by Councilman Haik and seconded by Councilman Sundland to waive further <br /> readings and adopt the ordinance regarding building permit fees. <br /> ORDINANCE 1975-004 <br /> AN ORDINANCE REQUARDING <br /> BUILDING PERMIT FEES <br /> Motion carried unanimously. <br /> e <br /> Before voting on Resolution #75-033, the Mayor told about the meeting of the suburban <br /> Hennepin County officials and gave a rundown on how they felt regarding the different <br /> plans presented for redistricting the Hennepin County commissioner districts. <br /> Motion by Councilman Sauer and seconded by Councilman Stauffer to adopt Resolution <br /> • #1979=03 3 <br /> RESOLUTION NO. 1975-033 <br /> A RESOLUTION OUTLINING REDISTRICTING CRITERIA <br /> TO BE USED By THE HENNEPIN COUNTY BOARD OF <br /> COMMISSIONERS <br />
