Motion carried unanimously. <br /> '1'hea meeting was recessed from 8:23 to 8:32 P.M. and resumed for the discussion of <br /> • the rebuilding of 29th Ave. <br /> Mme. Thomas Shaffer, 2513 29th Ave. N.E. and Mr. Omar Shabaz, 3013 29th Ave. NE, <br /> were present and identified as the spokesman for approximately 70 other residents <br /> of 29th Ave. who were also present and had formed the association of residents known <br /> as TAP. Mr. Barry W. McKee, 614-Grand Ave., St. Paul, was introduced by Mr. Shaffer <br /> as the attorney who would represent the association. Other members of the steering <br /> committee for the association are 1.1r. David Freund, 3009 29th Ave., and Mr. Ervin <br /> Peterson, 3212 29th Ave. <br /> Mr. Shaffer then related the reasons why the association opposed the rebuilding <br /> 29th Ave to a 9-ton 40 ft. design which included the fear that the residential <br /> character of the street would be threatened with the increase of "commercial traffic" <br /> which would "be invited" by the widening of the street, the use of Silver Point Park <br /> would diminish and the lifestyles of the residents would be altered. <br /> He said TAP was advocating the reconstruction of the street to only a 5 ton-39 ft <br /> roadway with the street designed to form a cul-de-sac near its intersection with <br /> Highway 8 and said he felt that traffic flow from 29th could be handled elsewhere <br /> in the City, citing Lowry Avenue and the soon to ane:upg3'ad4�d ,,57th- venua as.00�oz3:ble <br /> alternate routes which drivers could use to reach Highway 8 and County Road C. He <br /> said the "year's time necessary to construct the new roadway" would force drivers A <br /> to find alternatives to using 29th as a through street and felt a precedent for <br /> the cul-de-sac and been established by that which was built at the end of Rankin <br /> Road. The ZkP representative said his group felt it was in the power of the Council <br /> • to install the Cul-de-sac for the welfare of the community. <br /> Mr. Shaffer then read the petition which he said 87% of the residents along 29th <br /> Avenue had signed which was addressed to the Council of the City of St. Anthony and <br /> petitioned them to: <br /> "1. Reject the present MSA - 9 ton, 40 foot proposal to rebuild 29th Avenue. <br /> 2. That 29th Avenue be repaved as subsequently negotiated between the City <br /> Council s.nd the- representatives of T.A.P. 29 at the expense of the benefitted <br /> property owners-(estimated $2,408.00'average per residential unit with curb <br /> credit) and that no access be allowed from Highway 8 or County Road C onto <br /> the residential street of 29th Avenue in the City of St. Anthony." <br /> Mr. Gearhardt Bentler, 2835 Roosevelt, said he was opposed to the proposal from <br /> TUP and felt the 9 ton proposal was a better "buy". <br /> Mr. Leonard Toth, 2900 Roosevelt, said that, though he had signed the petition, <br /> many of its provisions troubled him. <br /> He said he was not in favor of a cul-de-sac and really didn't want to pay the extra <br /> charge for a lesser road. He later said he was opposed to a "Stinson-type" road <br /> and wondered if the City would be willing to pay part of the cost. <br /> Councilman Sundland questioned whether the reconstruction could be Completed in <br /> • 1975. <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to remove from the <br /> table the motion regarding the construction of 29th Avenue as made by Mayor <br /> Miedtke and Councilman Stauffer May 27. <br />
