Motion carried unanimously. <br /> Councilman Stauffer offered the following amendment to the May 27 motion: <br /> • Motion by Councilman Stauffer and seconded by Mayor Miedtke to plan for the con= <br /> struction of 29th Avenue in 1976 with the following conditions added to the May 27, <br /> 1975 motion: <br /> 1. In designing the street the Engineer explore methods of indicating there <br /> are only two traffic lanes. <br /> 2. Consideration be given to the possibilities of installing an island between <br /> the lanes at the Highway 8 entrance to 29th Avenue. <br /> 3. In designing the street to install stop signs along 29th where crossing <br /> is a problem. <br /> 4. Consider occasional parking bays, such as have been used on the Stinson <br /> Blvd Parkway. <br /> Before voting on the amendment Councilman Sundland expressed his opposition to the <br /> cul-de-sac and suggested another condition to be added to Councilman Stauffer's <br /> amendment whereby a steering committee including 29th Ave. residents, would be <br /> formed to work with the Engineer on the plans for the rebuilding of the street and <br /> to find ways in which the traffic vould be limited on the road. <br /> Mayor Miedtke said he was unable to accept this addition preferring rather that a <br /> long range study be set up to plan for transpor*ation facilities for the entire <br /> • community with a "transportation advisory committee" comprieed of representatives <br /> of other segments of the community as well as representatives of 29th Ave. establishe <br /> He said he believed the impact of cutting off the flow of traffic on 29th Ave. <br /> would have a detrimental effect on the amount of traffic on other streets in the <br /> City and could result in a rash of requests for cul-de-sacs from the residents of <br /> affected streets. He also said 29th could only be abandoned through the joint <br /> action of the State and the municipality. <br /> Mx. Comstock's letter of June 10 to the Council resulted in a discussion of what <br /> sort of a timetable could be expected if the process of clearing the project for <br /> MSA funding went to the maximum of six weeks. <br /> The Engineer also said he knew of no "firm ruling" in the conditions regulating <br /> MSA funding against the restriction of truck travel and the City Attorney suggested <br /> asking for a ruling from the Highway Commissioner to clear up any misunderstanding <br /> on the matter. <br /> Mr. Dulgar quoted traffic figures which indicated thb traffic flow at the intersectio. <br /> of 29th Avenue and Highway 8 had gone down by 3,6+7 cars between 1975 and last <br /> year when Highway 8 had been closed for construction. Mr. Shaffer #anted the 1973 <br /> figures for comparison and stated that "trucks were not the problem now, but rather <br /> the daily commercial traffic". <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to amend Councilman <br /> Stauffer's amendment to the May 27 motion by adding a provision whereby the repre- <br /> sentatives of TAP could be involved in the planning of the reconstruction of 29th <br /> Avenue and setting the first meeting of the council in September, 1975 for a con- <br /> sideration of the proposal. <br /> Motion on the amendment to the amendment carried unanimously. <br /> t 1:_ <br />
