• Voting on the motion: <br /> Aye: Sauer, Stauffer, Haik and Sundland <br /> Nay: Miedtke <br /> Motion carried. <br /> The Mayor then read a letter he had received just that day which set <br /> forth more specifics on the request from C.B. United, Inc. , that they <br /> be allowed to hold a camp-in on the normally unused parking area to <br /> the southwest between the Apache Shopping Center and the vacant Arlan <br /> building during the CB Jamboree which is to be held at Apache from <br /> June 11th to 19th, 1977. An estimated 100 to 125 self contained <br /> campers would be parked in this area with most of them expected to be <br /> there only during the weekends . The request was also for three dances <br /> to be sponsored by the CB 'ers June 11th, 15th and 18th in the Apache <br /> Mall to which admission would be by ticket only and for a carnival- <br /> circus to be held during the Jamboree in the parking area in front of <br /> Apache. Phil Dahlen, 1378 Skywood Lane, was present to answer the <br /> Council 's questions and told them there would be twelve police officers , <br /> all with official badges, present for the dances and any requirement <br /> regarding local police supervision would be met. He said his group <br /> had contacted a company who would service the sanitary units in the <br /> campers as well as the satellites which would be provided for the event. <br /> • The February 1st letter from the Apache management and merchants asso- <br /> ciation supporting the request was considered and questions were <br /> answered by Ruth Welch, Manager of Apache and Mr. Shaeffer of Montgomery <br /> Ward and Mr. Mertenson of the Apache Barber Shop, who are members of <br /> the Apache Merchants Association Board. <br /> Mr. Vickrey advised that sections of the new City Zoning Ordinance <br /> would require amending to allow the campers to sleep overnight in <br /> their vehicles. Even a temporary exception would require a public <br /> hearing, he said. <br /> Councilman Haik said Apache is considered unique for sponsoring week- <br /> end gatherings such as this and she and Councilmen Sauer and Sundland <br /> felt special consideration should be given to such a good sales pro- <br /> motion for Apache. However, they were all concerned that safeguards <br /> such as bonding be provided to assure that the City did not have to <br /> clean up or repair damage which might result from such a large gather- <br /> ing of persons for such a long period of time. In addition, Councilman <br /> Haik wanted assurance from C.B. United that provisions were made for <br /> camping space elsewhere should the number of reservations surpass the <br /> 125 suggested by Mr. Dahlen. Councilman Sundland said he wanted it <br /> understood that there would be no camping on the berms between the <br /> apartment houses and Apache. Mr. Dahlen replied that the local author- <br /> ities of the Salvation Army Camp had agreed to allow the campers to <br /> • use their facilities which would be superior to those at Apache but <br /> (2) <br />
