• Motion by Councilman Stauffer and seconded by Councilman Sundland to <br /> indicate the Council 's support of the amendments to the Dram Shop <br /> statute which would establish a maximum liability for a liquor establish- <br /> ment and to request the Manager to inform the City' s legislators of <br /> this approval. <br /> Motion carried unanimously. <br /> Dennis Engle, representing the Mirror Lake Condominium owners Associa- <br /> tion, said minimal opposition was expressed by the condominium owners <br /> who replied to a poll regarding the installation of a wood chip path <br /> around the perimeter of Mirror Lake and requested that the path for <br /> pedestrians and joggers be provided as per previously tabled plans. <br /> Councilman Haik said since the land around the holding pond is public <br /> land it should be used as such and developed as a natural resource for <br /> the City. She and the Manager agreed that any opposition expressed by <br /> New Brighton land owners in that area at the New Brighton Council <br /> meeting they attended had been more emotional than substantive involving <br /> for the most part an expression of anxiety that the path construction <br /> might result in burglary of adjacent homes. <br /> Mr. Dulgar said that conversely the City has experienced less buglaries <br /> near the parks seemingly because of the heavy foot traffic in such areas . <br /> He said the project would call for a minimum of grading and said pos- <br /> sibly telephone poles could be used to bridge the culvert on the path. <br /> Motion by Councilman Haik and seconded by Councilman Stauffer to request <br /> the Manager to prepare a cost and labor analysis for building a chip <br /> path around the St. Anthony holding pond for consideration at the next <br /> Council meeting. <br /> Motion carried unanimously. <br /> Mrs. Florence Marks, 3424 Silver Lake Road, read the March 15th request <br /> from her Girl Scout Troop #1586 for financial aid from the City in re- <br /> turn for services to the City, saying the funds would help the scouts <br /> raise money for a camping trip to Colorado. Two projects they suggested <br /> were to again be allowed to deliver the City's newsletter for $100 .00 <br /> and to undertake -the clean up in the spring for which the St. Anthony <br /> High School Band had received payment which then was used for their <br /> trip to Hawaii last spring. Mr. Dulgar said the $100 .00 paid to the <br /> scouts for delivering the newsletter was less than the amount which <br /> would have been required to mail the same literature and delivery was <br /> much faster than delayed mailings through the postal service. This was <br /> determined to be an administrative decision which was left to his dis- <br /> cretion. - <br /> Mayor Miedtke said he was reluctant to set the precedent of paying <br /> service organizations for service to the community and said the payment <br /> • <br /> (3) <br />
