• Motion carried unanimously. <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to <br /> adopt the resolution permitting the leasing of radio communication <br /> equipment. <br /> RESOLUTION 77-022 <br /> A RESOLUTION APPROVING LEASE OF PUBLIC SAFETY <br /> RADIO COMMUNICATIONS EQUIPMENT FROM HENNEPIN COUNTY <br /> Motion carried unanimously. <br /> Motion by Councilman Sundland and seconded by Councilman Haik to <br /> adopt the resolution by which the collection of assessments on local <br /> improvements will be continued by Ramsey County. <br /> RESOLUTION 77-023 <br /> RESOLUTION RELATING TO THE APPORTIONMENT OF <br /> SPECIAL ASSESSMENTS FOR LOCAL IMPROVEMENTS <br /> Motion carried unanimously. <br /> The Council considered Larry Hamer's March 24th cost estimate for <br /> completing the walkway around the holding pond known as Mirror Lake, <br /> which they had requested the previous meeting. The Manager reported <br /> that an application for two CETA positions to complete the project <br /> • had already been made and if approved, will appreciably cut down the <br /> costs to the City. He also said he had informed New Brighton that <br /> the City was considering reactivating the construction of a chip <br /> pathway around the pond and understood a resolution reflecting New <br /> Brighton's reaction to the project, would be directed to St. Anthony. <br /> Mr. Dulgar concluded his report with the City 's intention of adding <br /> to the number of trees they had already planted in this area. <br /> Four residents of the Mirror Lake Manor whose condominiums face the <br /> holding pond were present and expressed their opposition to the im- <br /> provement feeling it might encourage more strangers to enter the <br /> area with the resultant increase of misuse of the condominium owners ' <br /> property. Karen Karkula, owner of condominium #4061 said she felt <br /> the majority of condominium owners at Mirror Lake Manor would oppose <br /> the chipped pathway if they realized the impact it might have on the <br /> picnic areas they have built up near the pond and the increase in <br /> outsiders who will be drawn to the area. She felt they were not fully <br /> informed of these evantualities when they responded to the survey <br /> made by the owners association board. She said she and other lake- <br /> front property owners have had to pull the weeds , water the trees on <br /> City property and chase off unwelcome parkers and others who don't <br /> realize they are on private property. She was concerned with how the <br /> pathway would be maintained after CETA funds were not longer available. <br /> She said she had been burglarized four times since she had moved to <br /> her condominium and she and her neighbors , Connie and Willard Lengston <br /> • who own condominium #4063 told of problems they now experience with <br /> (3) <br />
