• Emilio Garcia of Barcelona, Spain, an AFS student living in the <br /> home of Mr. and Mrs. James Seeman, told the group and members of <br /> the press who were present about his family and home in Spain and <br /> related his experiences while attending school in the United States. <br /> Pictures were taken of the presentation of an honorary citizenship <br /> to him by Mayor Miedtke. <br /> The meeting was recessed from 8 :50 P.M. to 9 :00 P.M. and reconvened <br /> by the Mayor to consider the February North Memorial Medical report <br /> of services to City residents which was then filed. <br /> Motion by Councilman Sundland and seconded by Mayor Miedtke to follow <br /> the Manager's recommendation to withdraw the request to Twin City <br /> Federal for an additional 10 foot of boulevard. <br /> Motion carried unanimously. <br /> During the discussion of the March 10 , 1977 request from Ruth Welch, <br /> General Manager of Apache, that the City ordinance be suspended to <br /> allow overnight camping on the southwest corner of the shopping <br /> center's parking lots during the CB Jamboree June 11th through the <br /> 19th, the two staff members told of their unsuccessfuly efforts to <br /> get the Apache Merchants Associaiton and the CB association to provide <br /> specific details regarding the event including the exact figures for <br /> the number of vehicles which would be camped in the City at any <br /> specific time. They also reported an inability to obtain an applica- <br /> tion from the BC'ers for a public hearing before the Planning Board <br /> for a modification of the City ordinance which the City Attorney felt <br /> would be necessary if the participants in the Jamboree were to be <br /> permitted to park overnight within the City. Mr. Fornell reported <br /> he had been advised by the CB group that the date of the March Plan- <br /> ning Board meeting would be too late for them to publicize the camp <br /> in and the CB officials were almost 99% certain that they would drop <br /> their plans for the overnight parking. <br /> Councilman Sundland said he felt that since the Apache Merchants Asso- <br /> ciation had indicated they would assume the responsibility for the <br /> clean up after the campers and had indicated the overnight camping was <br /> a necessary part of the promotion which they considered vital to the <br /> shopping centers ' economic health , the Council should go along with <br /> the project. <br /> Councilman Haik said she was not too concerned with a controlled <br /> number of campers using commercial property and she shared Councilman <br /> Sauer's expression of sympathy with the merchants ' need for the pro- <br /> motion and would be just as concerned about the campers using the <br /> Salvation Army Camp for auxilliary campgrounds. However, both <br /> hesitated to vote for the request without more specifics regarding <br /> the number of campers to be anticipated, what arrangements had been <br /> made for a possible overflow of parkers who could not be accomodated <br /> at Apache and an assessment of police protection which the CB'ers had <br /> • promised the City Police Department. <br /> (5) <br />
