• Councilman Sauer and said he felt the Public Works Department deserved a
special commendation for the manner in which they had done their work in
face of the extraordinary weather conditions this winter.
Motion by Councilman Sauer and seconded by Councilman Ranallo to adopt
Resolution 79-017.
RESOLUTION 79-017
A RESOLUTION OF COMMENDATION TO THE
ST. ANTHONY PUBLIC WORKS DEPARTMENT
Motion carried unanimously.
Mr. Fornell's February 7th recommendations regarding the Reserve Officer
program were considered especially that the program could be fully opera-
tional by the end of the year to coincide with the county training courses
which are offered once a year. In view of the unavailability of the train-
ing this year, Mayor Haik said she favored retaining the services of the
Community Service Officer for park patrol during the summer and continua-
tion of the programs this person has initiated in the City. She disagreed
with Councilman Ranallo that these costs would deplete the funds which are
available for the reserve program saying she could not see the economies
of eliminating a successful program in favor of a program which cannot be
initiated for a year. The Manager will have staff draft a proposed rules
and regulations ordinance for the reserves following which a work session
with the Police Department will be scheduled to consider how it will be
• administered.
The Agenda contained further information regarding liquor liability cover-
age which possibly may become available for municipalities under a recipro-
cal arrangement.
Further efforts will be made to find property owners who will not object to
having the trees which are made available to the City through Community
Development Block Grant funds planted on their properties along 29th Avenue
N.E.
Another C.D.B.G. funded project, the sculpture to be erected in the St.
Anthony Cemetery was discussed with Florence Marks, leader of Girl Scout
Troop #1586 who had originated the concept and negotiated the plans for the
sculpture "Generation" which will commemorate the historical background of
that cemetery. Mrs. Marks told her efforts to obtain a base for the
sculpture with the funds available for the project and suggested ways in
which the sculpture could be made more vandal safe. She also said if her
efforts to have the materials for the base donated are successful her troop
hopes to be able to use some of the funds they have raised for a bronze
plaque as identification of the sculpture.
The troop leader urged the Council to execute the contract with Jonathan
Studios for the sculpture and agreed to the revisions in her agreement with
the City for the project which highlight the C.D.B.G. funding of the pro-
ject and made the erection of the sculpture subject to specifications set
by the Jonathan Studios .
(3)
