• Councilman Sauer and said he felt the Public Works Department deserved a <br /> special commendation for the manner in which they had done their work in <br /> face of the extraordinary weather conditions this winter. <br /> Motion by Councilman Sauer and seconded by Councilman Ranallo to adopt <br /> Resolution 79-017. <br /> RESOLUTION 79-017 <br /> A RESOLUTION OF COMMENDATION TO THE <br /> ST. ANTHONY PUBLIC WORKS DEPARTMENT <br /> Motion carried unanimously. <br /> Mr. Fornell's February 7th recommendations regarding the Reserve Officer <br /> program were considered especially that the program could be fully opera- <br /> tional by the end of the year to coincide with the county training courses <br /> which are offered once a year. In view of the unavailability of the train- <br /> ing this year, Mayor Haik said she favored retaining the services of the <br /> Community Service Officer for park patrol during the summer and continua- <br /> tion of the programs this person has initiated in the City. She disagreed <br /> with Councilman Ranallo that these costs would deplete the funds which are <br /> available for the reserve program saying she could not see the economies <br /> of eliminating a successful program in favor of a program which cannot be <br /> initiated for a year. The Manager will have staff draft a proposed rules <br /> and regulations ordinance for the reserves following which a work session <br /> with the Police Department will be scheduled to consider how it will be <br /> • administered. <br /> The Agenda contained further information regarding liquor liability cover- <br /> age which possibly may become available for municipalities under a recipro- <br /> cal arrangement. <br /> Further efforts will be made to find property owners who will not object to <br /> having the trees which are made available to the City through Community <br /> Development Block Grant funds planted on their properties along 29th Avenue <br /> N.E. <br /> Another C.D.B.G. funded project, the sculpture to be erected in the St. <br /> Anthony Cemetery was discussed with Florence Marks, leader of Girl Scout <br /> Troop #1586 who had originated the concept and negotiated the plans for the <br /> sculpture "Generation" which will commemorate the historical background of <br /> that cemetery. Mrs. Marks told her efforts to obtain a base for the <br /> sculpture with the funds available for the project and suggested ways in <br /> which the sculpture could be made more vandal safe. She also said if her <br /> efforts to have the materials for the base donated are successful her troop <br /> hopes to be able to use some of the funds they have raised for a bronze <br /> plaque as identification of the sculpture. <br /> The troop leader urged the Council to execute the contract with Jonathan <br /> Studios for the sculpture and agreed to the revisions in her agreement with <br /> the City for the project which highlight the C.D.B.G. funding of the pro- <br /> ject and made the erection of the sculpture subject to specifications set <br /> by the Jonathan Studios . <br /> (3) <br />
