-3- <br /> Motion by Councilman Letourneau and seconded by Councilman Ranallo <br /> to adopt the resolution which proclaims the observance of Arbor <br /> Day, April 27, 1979 . <br /> RESOLUTION 79-026 <br /> A RESOLUTION PROCLAIMING ARBOR DAY <br /> Motion carried unanimously. <br /> Motion by Mayor Haik and seconded by Councilman Sundland to approve <br /> the second reading of the ordinance governing the usQ of City-owned <br /> vehicles. <br /> ORDINANCE 1979-004 <br /> AN ORDINANCE ESTABLISHING A VEHICLE <br /> USE POLICY, REPEALING SECTION 135 : 87 <br /> OF THE 1973 CODE OF ORDINANCES <br /> Motion carried unanimously. <br /> Staff memos regarding the proposed police reserve, intern and crime <br /> prevention programs and their association with the continuation of <br /> the Community Service Officer position, for which C.E.T.A. funding <br /> terminates May 15 , as well as the April 4 , 1979 letter from the <br /> senior citizens regarding the latter, were discussed in depth . <br /> Police Chief Hickerson' s March 27th recommendations regarding the <br /> interdepartmental training program required by the Peace Officers <br /> Standards and Training Board was also considered as relative to <br /> the discussion. Councilman Ranallo observed there had been little <br /> consideration given to involving the reserves in the crime preven- <br /> tion program, but the Manager told him such involvement would be <br /> evolutionary following their training. <br /> Appreciation was expressed for Patrolman Sturdevant 's interest in <br /> providing part of the reserve training and the Council agreed with <br /> the Manager that he should work further on the suggested curriculum <br /> for such training and should establish the rate of compensation <br /> which could be expected to be paid for the project. Mr. Fornell <br /> felt the entire department could be involved in the training of <br /> either the reserves or the interns , but not both, and expressed <br /> his concern with setting up both programs at the same time . <br /> Mayor Haik disagreed with other Council members that involving the <br /> patrolmen in the crime prevention program would "take them off the <br /> street" , saying that she felt instead their involvement in this pro- <br /> gram would be a more efficient method of relating to the community <br /> and demonstrating just what they can and cannot do to prevent crimes . <br /> She reiterated her support for continuing the C.S.O. program until <br /> the end of the year. <br /> Councilman Sundland agreed with having the patrolmen more accessible <br /> • to the community and cited the Fire Department' s success along this <br /> line, but felt the community would question whether the money spent <br /> to continue the C.S.O. position might be better spent to add another <br /> patrolman to the department. <br />
