v <br /> -3- <br /> Motion by Councilman Ranallo and seconded by Councilman Sundland <br /> to participate in the costs of the installation of a traffic signal <br /> at the intersection of Lowry Avenue N.E. and Stinson Boulevard in <br /> an amount not to exceed $5 , 500 , to be funded from Account No. 499-1, <br /> and to authorize the Manager to sign the necessary agreements pending <br /> their review by the City Attorney. <br /> Motion carried unanimously. <br /> The April 24 recommendations from the City ' s consulting engineer , <br /> Short-Elliott-Hendrickson, Inc. , for replacement of sections of <br /> the sanitary sewer lines along Highcrest Road in conjunction with <br /> the rebuilding of that street were considered. Roger Short had re- <br /> ported to the Manager that an early morning televising of that line <br /> had indicated an exceptionally high flow for a dry season of 80 to <br /> 90 gallons a minute through the line. This he saw as proof that <br /> the majority of the inflow and infiltration through those lines was <br /> coming out of that neighborhood and led him to conclude that, though <br /> the proposed interception of the flow from that region through the <br /> Metro Waste lines through Roseville might alleviate sewer backups <br /> during high water periods , there could be no guarantee that such <br /> would be the case. <br /> The question of what the City could do if it could be proven the <br /> inflow resulted to a great degree from residential drain tile <br /> illegally connected to the City system was again explored with <br /> • Mr. Fornell who said even federal agencies are questioning whether <br /> treating such inflow might be more cost effective than forcing the <br /> disconnection at residents ' expense. Council members were in agree- <br /> ment that the City should avail itself of any opportunity to prevent <br /> future residential sewer backups in that area. <br /> Motion by Councilman Letourneau and seconded by Councilman Sundland <br /> to accept the recommendations of the consulting engineer regarding <br /> the sanitary sewer replacement on Highcrest Road in conjunction <br /> with 1979 Street Improvement Project - 1 . <br /> Motion carried unanimously. <br /> Council direction was requested by Mr . Fornell regarding the pension <br /> of Richard Kristyniak, a Public Works employee who was a full time <br /> fireman prior to July 9 , 1973, who is seeking, through legislative <br /> action, retention of the more lucrative fireman pension, even though <br /> it was disallowed by PERA. Though they acknowledged the person in- <br /> volved to be an excellent employee , Councilmen Sauer and Ranallo <br /> were opposed to making an exception to City regulations in this case <br /> fearing such action might set a precedent for other employees . <br /> Motion by Councilman Sauer and seconded by Councilman Ranallo to <br /> place the Council on record as opposing H.F. 1044 . <br /> Motion carried unanimously. <br />
