City Council Regular Meeting Minutes <br /> February 12, 2002 <br /> Page 6 <br /> • chance for residents to fully participate in the City Council discussions, and, thus, <br /> 2 opposed this change. <br /> 3 <br /> 4 The second proposed rule deletion: "No public hearing will be extended beyond 10:00 <br /> 5 p.m." Councilmember Sparks stated that she felt that public hearings should be cut off at <br /> 6 10:00 p.m. and reconvened, if necessary. <br /> 7 <br /> 8 Councilmember Horst stated that there was a time and a place for a forum and for a <br /> 9 discussion. He added that, eventually, it was up to the elected officials. He concluded <br /> 10 that the intent was not to cut off all public input, but to leave Council discussion to the <br /> 11 Councilmembers. <br /> 12 <br /> 13 Councilmember Thuesen felt that removing the first issue mentioned above, would not <br /> 14 limit public input. <br /> 15 <br /> 16 Councilmember Faust stated that he does not see how removing public input from"open <br /> 17 discussion"in the rules would not hinder any of the process, and was not in favor of <br /> 18 keeping it in the rules. He added that he was in favor of striking the second issue that <br /> 19 was mentioned by Councilmember Sparks, limiting public hearings to 10:00 p.m. <br /> 20 <br /> 21 Mayor Hodson indicated that he supported the modifications of the rules as they are, and <br /> 6 suggested that go forward with the resolution. <br /> 24 Councilmember Sparks reiterated her concern over striking a provision that encourages <br /> 25 the members of the audience to speak. <br /> 26 <br /> 27 Mayor re-read the first paragraph of the Process portion of the rules. He stated that his <br /> 28 concern was over interruption of a procedure, and stated he felt it was in their best <br /> 29 interest to approve the rules with the suggested corrections. <br /> 30 <br /> 31 Councilmember Thuesen concurred with Mayor Hodson. <br /> 32 <br /> 33 Councilmember Sparks noted that she was clearly out-voted,but stood by her suggested <br /> 34 changes. <br /> 35 <br /> 36 Councilmember Sparks also noted that approving this resolution included the addition of <br /> 37 seconds on all motions. <br /> 38 <br /> 39 Motion by Councilmember Thuesen to adopt Resolution 02-026, re: Approving <br /> 40 Amendment to Standing Rules for Conduct of City Council Meetings. <br /> 41 <br /> 42 Motion carried 4-1, Councilmember Sparks opposed. <br /> 43 <br /> 44 <br /> 0 <br />
