P. No person shall ride in or on a vehicle except in approved, seat belt <br /> equipped locations. <br /> Q. No person shall ride on any portion of a motor grader, tractor or similar <br /> equipment except as the driver or operator. <br /> R. Drivers shall not permit vehicles to be loaded beyond the capacity of the <br /> unit of permit loading which obstructs the operator's vision or which may <br /> spill from vehicle. <br /> S. All equipment and tools carried on or in a vehicle shall be placed securely <br /> in compartments or fastened to vehicle. Covered load requirements must <br /> be met. <br /> T. Drivers shall be particularly cautious when driving near children. <br /> U. Children shall be kept from playing in or about City-owned vehicles. <br /> V. Moving vehicles into, out of, or near buildings shall be done slowly and with <br /> care. <br /> W. Personnel shall not jump on or off vehicles while they are in motion. <br /> X. Backing Operations: <br /> 1. Backing shall be avoided unless absolutely necessary. <br /> 2. Backing shall be done only after driver has made certain his vehicle <br /> has adequate clearance on all sides. <br /> 3. Backing shall be done very slowly and with extreme caution. <br /> 4. Both sides shall be observed during backing operations and all <br /> vehicles have right hand mirrors. <br /> 5. Where possible and necessary, backing shall be done with the use <br /> of signal person. • <br /> 6.
