-2- <br /> Mr. <br /> 2--Mr. Dahlberg told approximately 8 �%sidcn;;s of tha neighborhood in attendance <br /> that he felt the savings and loan institutinn vith the colonial facade planned <br /> for the building as well as +h� proposal to prcvide high density landscaping as <br /> a buffer between the parking tots and the residential area to the east represent- <br /> ed one of the best ways of retaining the residential character of the neighbor- <br /> hood, short of double bungalows which he felt would never be built there because <br /> of the difficulty in obtaining a mortgage. During his presentation he pointed <br /> out the driveway in front of the building which was planned to accomodate the <br /> handicapped and serve two drive in tellers on the north side of the building. <br /> Mr. Fred Lavicky, 3920 Macalaster Drive; Mrs. Chester Nelson, 3916 Macalaster Dr.; <br /> Mr. Terry Sult, 3909 Penrod Dane and Mrs. Ruth Thompson, 3015 39th Avenue N.E. <br /> voiced their objections to the access to the property from 39th Avenue, the <br /> height of the building if it were two stories and said they felt the plans were <br /> not definite enough to grant a permit and that two years was too long for the <br /> permit to be in force. <br /> Mr. Lavicky expressed his concern that the savings and lean institution might <br /> win approval to convert their operation to a full service bank. It was noted <br /> that under Section 300.13 (conditional use permit) of the City Ordinances a <br /> full service bank is not permitted. <br /> Mr. Johnson arrived at 8:07 P.M. <br /> Mr. Dahlberg said studies did not verify the contention that the financial <br /> operation would affect the normal amount of traffic on 39th Avenue generated by <br /> the Apache Plaza Shopping Center. Mr. Johnson expressed the concern of others <br /> that the drive in teller or tellers might necessitate more than the 8 stacking <br /> places anticipated by the site plans. The normal amount of traffic generated by <br /> a savings and loan institution as contrasted to a full service bank with check <br /> cashing services was discussed and Mr. Bluhm also pointed out how Saturday <br /> morning openings had cut down or. Friday night business. <br /> The residents present and the members of the Board expressed dissatisfaction with <br /> the proposed sign saying it was inconsistent with the residential character of <br /> the area and granting this variance would establish a precedent for dealing with <br /> future requests for all types of signs when the rest, of the land on Silver Lake <br /> Road is developed. <br /> The public hearing was closed at 8:40 P.M. and the meeting was recessed from <br /> 8:42 to 8:50 P.M. <br /> Before voting on the two requests, the Board members discussed what controls the <br /> City would have over the development of that portion of the land for which the <br /> financial institution had no specific plans and were in agreement that the public <br /> should be informed when the final plans came up for consideration by the Planning <br /> Board and Council. There was also some discussion of the TCF;s plans for night <br /> lighting of the proposed structure. <br /> Motion by Mr. Bowerman, seconded by Mr. Cowan to recommend that the Council grant <br /> a one year conditional use permit to Twin City Federal to construct a Twin City <br /> Federal Savings and Loan branch office on Lots 8, 9 and 10 except the east 60 ft. <br /> thereof, of Block 7, Mounds View Acres, 2nd Addition with the stipulation that <br /> all site plans and specifications must conform to all zoning and construction <br /> ordinances, in effect at the time of construction and must meet Council and <br /> • Planning Board approval with appropriate pilo lic notification. <br />
