Planning Commission Meeting Minutes <br /> July 15, 2003 <br /> Page 9 <br /> current proposal they have an opportunity to include green space that would soften the area with <br /> 2 landscaping, which would also address the sound issues. <br /> 3 <br /> 4 Vice Chair Stille asked for further clarification of the lighting improvements. Mr. <br /> 5 Christopherson explained that they would be doing an engineering study for the lighting. He <br /> 6 assured the Commission that the parking lot would be lit with downcast light fixtures. He <br /> 7 acknowledged that there is a limit to the amount of light out to the property line and assured the <br /> 8 Commission that the lighting would be in compliance with City Code. <br /> 9 <br /> 10 Vice Chair Stille asked Mr. Monn if he had any comments regarding the ventilation systems for <br /> 11 the kitchen. Mr. Monn reviewed the ventilation system with the Commission. He explained that <br /> 12 they have done several projects with a variety of restaurants and there are several styles available <br /> 13 that could be placed on the rooftop that would not sound like a turbojet when operating. Vice <br /> 14 Chair Stille noted that this would be very close to a residential district adding that it would be <br /> 15 nice to go the extra step to accommodate the residents. Mr. Monn stated that they would do <br /> 16 whatever they could to accommodate the residents in the area. He explained that from a visual <br /> 17 standpoint the resulting screen is more obtrusive than the actual unit noting that from noise <br /> 18 standpoint, roof top units are not an issue. He stated that if screening is a requirement that they <br /> 19 would implement the screening. He noted that from previous experience this would not be a <br /> 20 good resolution. Commissioner Stromgren asked for clarification of the roof slope and <br /> 21 placement of units. Mr. Monn reviewed with the Commission. <br /> ibCommissioner Stromgren referenced the elevations and asked Mr. Monn to review the elevations <br /> 24 and storm water drainage with the Commission. <br /> 25 <br /> 26 Commissioner Hanson asked if they could place one-way glass on the northern service side of <br /> 27 the building. Mr. Monn stated that they have installed this type of glass in certain cases to dress <br /> 28 up the walls. He explained that it would create additional problems due to caulking and weather <br /> 29 stripping adding that it is not a good solution architecturally. <br /> 30 <br /> 31 Vice Chair Stille asked if there were any plans for a roof top patio. Mr. Monn stated that there <br /> 32 were no plans for a roof top patio and reviewed their concerns with the Commission. <br /> 33 <br /> 34 Barry Tetland, Crossroads Fitness Center, asked for further clarification of the process. Chair <br /> 35 Melsha clarified the process for Mr. Tetland stating that the Planning Commission reviews the <br /> 36 proposal and provides a recommendation to the City Council for consideration. Mr. Tetland <br /> 37 stated that he reviewed the proposal, the variance requests and setbacks noting that initially he <br /> 38 felt there would be too much brick on the building. He expressed concerns regarding the type of <br /> 39 clientele the sports bar would bring stating that they would prefer to see a family type restaurant <br /> 40 in the area versus another sports bar. He expressed concerns that this project would affect land <br /> 41 values and asked how it would affect the surrounding residential properties. He expressed <br /> 42 concerns stating that serious thought needs to go into this proposal. He stated that he is very <br /> 43 pleased with the proposed landscaping and expressed hopes that it would not diminish. He <br /> 11 stated that he believes they are trying to put too much into such a small space. <br /> 46 Chair Melsha closed the public hearing at 8:40 p.m. <br />
