Subd. 33. Temporary Sign. Any sign, banner, pennant, valance or advertising display <br /> constructed of cloth, canvas, light fabric or cardboard, wallboard or other light materials <br /> with or without frames; intended to be displayed for a limited period of time only. <br /> Subd. 34. Wall Sign. A flat sign which does not extend more than 18 inches from the <br /> face or wall of the building upon which it is affixed, painted or attached, running parallel <br /> for its whole length to the face or wall of the building, and which does not extend beyond <br /> the horizontal width of such building. <br /> Subd. 35. Wall Surface. The total surface area of the building face to which the sign is <br /> attached, including windows and door areas, measured to the extreme outer limits of the <br /> wall surface. <br /> Subd. 36. Window Sign. A sign affixed to or inside a window in view of the general <br /> public, but excluding merchandise on display. <br /> Subd. 37. Professional Building. Any multi-story building of 50,000 square feet or more <br /> occupied by professional service oriented businesses, such as legal, clinical or health care <br /> related retail or service establishments with parking provided on the tract of land for use <br /> in common by patrons and occupants. <br /> Subd. 38. Electronic Message Sign. Any sign that displays a message electronically <br /> through the use of light emitting diodes (LED's). <br /> Section 2. <br /> Section 1400.08 of the St. Anthony City Code shall be amended, by adding a new subdivision <br /> 16, to read as follows: <br /> 1400.08 Signs Requiring No Permits. Signs described in this Chapter, if they meet all <br /> other requirements of this Chapter, may be erected without a sign permit. <br /> Subd. 1. Political Signs. All political signs of any size may be posted from August 1 in a <br /> State General election year until 10 days following the State General Election. For Local <br /> Elections, which are usually held on the first Tuesday after the first Monday in November <br /> of odd numbered years, all political signs of any size may be posted four weeks prior to a <br /> Local Election until five days following a Local Election. Political signs are not allowed <br /> to be placed within ten feet from the curb and ten feet from the property lines. If political <br /> signs are placed in violation of these setbacks, they will be removed by the City Code <br /> Inspector. <br /> Subd. 2. Directional Signs. Directional signs having a surface area not greater than 5 <br /> square feet. <br /> Subd. 3. Construction Signs. Signs denoting the architect, engineer, or contractor, when <br /> placed upon work under construction, provided that the total sign surface area of all such <br /> 4 <br />
