CHAPTER 15 • <br /> IV. Executing and implementing <br /> the comprehensive plan <br /> Any plan is only as good as its execution.The most common and effective <br /> tools to accomplish successful execution include zoning, subdivision <br /> regulations, official street maps,building regulations, and capital <br /> improvements budgeting. A well-organized and effective program uses all of <br /> these tools. <br /> Minn.stat.§462.355. Certain procedures guide the adoption and amendment of the comprehensive <br /> plan. Either the planning agency recommends the plan to the council, or the <br /> council proposes the plan to the planning agency by resolution.A public <br /> hearing must then be held by the planning agency prior to the adoption of the <br /> plan.Notice of the hearing must be published in the official newspaper at <br /> least 10 days prior to the date of the hearing. The council cannot adopt or <br /> amend'the plan unless the planning agency's recommendation is received,or <br /> 60 days have elapsed since the council's proposal by resolution was <br /> submitted to the planning agency. A two-thirds vote of all the members of the <br /> council is required to adopt or amend the comprehensive plan. <br /> Minn.scat.§423.858. Comprehensive plans in the metropolitan area must be submitted to the • <br /> Minn.stat.§423.125. Metropolitan Council for review for compatibility and conformity with <br /> Metropolitan Council's regional system plans. When the Metropolitan <br /> et opoatanke Coulmoncil, <br /> v. Council determines that a city's comprehensive land use plan may have a <br /> Metropolitan Council,6x5 <br /> N.w.2d 1(Minn.2004). substantial impact on or contain a substantial departure from the Metropolitan <br /> Council's regional system plans,the Council has the statutory authority to <br /> require the city to conform to the Council's system plans. Cities in the <br /> Minn.stat.§423.858,subd 2. metropolitan area must also submit their proposed comprehensive plans to <br /> adjacent governmental units and affected school districts for review and <br /> comment <br /> Mann.stat.§462.356. All acquisitions and dispositions of real property and any capital <br /> improvements must be reviewed by the planning agency regarding the <br /> consistency of the proposed action with the comprehensive plan. Written <br /> compliance reports must be submitted to the council or the proposal will be <br /> deemed approved after 45 days.
