Planning Commission Meeting Minutes <br /> June 20, 2006 <br /> Page 3 <br /> 1 Ms. Moore-Sykes reminded the Planning Commission of their task to propose a motion <br /> 2 to recommend to the City Council to approve or deny the applicant's request to amend the <br /> 3 Mixed Use PUD to include the properties: Ed's Carwash, 2415 39th Ave NE, St. <br /> 4 Anthony, MN 55421, Lot 2, Block 1, Beutz Addition; Firestone Tires, 3901 Stinson Blvd <br /> 5 NE, St. Anthony, MN 55421, Lot 3, Block 2, Apache Plaza; and the Vacant Lot, Stinson <br /> 6 Blvd NE, St. Anthony, MN 55421, Lot 2, Block 1, Wirth Addition. <br /> 7 <br /> 8 Chair Stromgren called Mr. Gemar to the podium to discuss the development plan. <br /> 9 <br /> 10 Mr. Gemar provided plans of the development to the Commission. He pointed to how the <br /> 11 26 units would look once developed. The 26 units were previously designed as side-by- <br /> 12 side units. These units will now be 26 cottage style homes. The site is 2.4 acres with <br /> 13 approximately ten units per acre. The development includes three design choices ranging <br /> 14 from 1200 square feet to 1500 square feet. Mr. Gemar stated the two buildings to the east <br /> 15 will be completed first. These are five unit buildings. The second area will be six units <br /> 16 and the third will be five units <br /> 17 <br /> 18 Mr. Gemar presented site plans and diagrams of the cottage units. Pointing to the <br /> 19 diagrams, Mr. Gemar pointed out that Stinson and 39th Avenue are the two major streets <br /> 20 adjacent to the development. Mr. Gemar identified sidewalks along Stinson and 39th Ave. <br /> 21 He noted that a significant number of pedestrians walk along Stinson where no sidewalks <br /> 22 exist. Mr. Gemar is proposing adding sidewalks along and looping around Stinson and <br /> 23 across the northerly portion of the property. This will result in sidewalks around the entire <br /> 24 development. <br /> 25 <br /> 26 As a frame of reference, Mr. Gemar point out the locations of the Wirth property, <br /> 27 Firestone Tires and Ed's Carwash. He also indicated where open space and common <br /> 28 areas will be located. Each unit will have a private space in the front and a green space in <br /> 29 the back. A berm and landscaping will also be part of the development. Mr. Gemar <br /> 30 envisions the residents having access to and using Solo Park. <br /> 31 <br /> 32 Mr. Gemar informed the Commission that he met with the Fire department about access <br /> 33 to the buildings. The private drive will be left open at the far end for safety purposes. He <br /> 34 also met with the developer and City engineer to go through the plans.No underground <br /> 35 storage tanks are located on this site. When Ed's carwash is demolished, the tank on this <br /> 36 property will be removed. <br /> 37 Chair Stromgren asked Mr. Gemar to put up the aerial photos for discussion. <br /> 38 <br /> 39 Mr. Gemar referenced the elevation of the roof design and the back elevation. He pointed <br /> 40 out the numerous design elements for the units. The units will have brick or stone fronts, <br /> 41 Hardiplank siding,porches,pillars, and landscaping. He is planning to have these units <br /> 42 blend in with the other projects. The garages are located in the back of the property. <br /> 43 Referring to the site plan, Mr. Gemar pointed out how residents enter the development <br /> 44 from 39h-Avenue to access their garages. He also pointed out the fire lanes. <br />
