CONCEPT REVIEWS. <br /> 4 7.1 Building Fasteners—Variance Request for Parking Expansion <br /> 5 <br /> 6 Ms. Moore-Sykes reported Staff was contacted by Mr. Loren O'Brien, CEO of Building <br /> 7 Fasteners, about the process of applying for a parking variance. He reported that Building <br /> 8 Fasteners is proposing renovation plans for their building by adding more office space. <br /> 9 The renovation plan also calls for the expansion of their parking lot to relieve an already <br /> 10 tight parking situation. To achieve more parking, Mr. O'Brien proposes to encroach <br /> 11 approximately ten feet west into the right-of-way adjacent to Anthony Lane South. <br /> 12 <br /> 13 Mr. O'Brien indicated he may also need to add approximately four to seven parking stalls <br /> 14 in the front of the building for walk-in clients. This proposal involves the area to the <br /> 15 south of the building and also encroaches into the right-of-way adjacent to the south loop <br /> 16 of Anthony Lane South. <br /> 17 <br /> 18 One suggestion was for the City to construct on-street angle parking along the main <br /> 19 portion of St. Anthony Lane South coming into the area. Staff researched the idea and <br /> 20 determined that because this portion of St. Anthony Lane South is very busy, especially <br /> 21 during morning and afternoon rush hours, this on-street parking idea would create more <br /> 22 problems with the flow of vehicle traffic and therefore an unworkable idea. <br /> 23 <br /> 24 Ms. Moore-Sykes stated there is no action required at this time. Mr. O'Brien requested to <br /> 25 come before the Planning Commission to continue the discussion of this parking <br /> 26 expansion proposal. Mr. O'Brien is very interested in maintaining his business in St. <br /> 27 Anthony. He has applied for a parking variance, as a result, a public hearing will be held <br /> 28 in July. <br /> 29 <br /> 30 Chair Stromgren asked Mr. O'Brien to step to the podium. <br /> 31 <br /> 32 Mr. O'Brien presented the plan to the Commission. He informed the Planning <br /> 33 Commission that they are a wholesale business so they do not have much walk-in <br /> 34 business. However, there are customers coming in to pick up items. He pointed out where <br /> 35 customers will enter the building and where the new parking would be located. The <br /> 36 property currently has parking only on the west. He pointed out where the shipping and <br /> 37 receiving doors currently exist and where they would be relocated to. He proposes turning <br /> 38 a portion of the property into green space to close the exit to 29`h and stop traffic from <br /> 39 cutting through this area. Mr. O'Brien plans to double their current office space by adding <br /> 40 a second story. He will also completely renovation of the building exterior. Mr. O'Brien <br /> 41 asked about the easement and Ms. Moore-Sykes said she would have to research this. If it <br /> 42 is the City's easement, it would be a utility easement. <br /> 43 <br />
