Planning Commission Meeting Minutes <br /> September 19, 2006 <br /> Page 4 <br /> 1 Commissioner Galyon asked about the colors. <br /> 2 <br /> 3 Chair Stromgren replied color, size, or frequency of changing the sign might not necessarily fit <br /> 4 the way the ordinance is currently structured. <br /> 5 <br /> 6 Mr. Koenig mentioned most cities were concerned with reader boards that scroll and flash. He <br /> 7 stated as long as the ordinance limits the electronic signs to gas prices and states it could not <br /> 8 scroll or flash it should not be a problem. He mentioned different stations would have different <br /> 9 colors. <br /> 10 <br /> 11 Chair Stromgren asked Mr. Koenig to address the issue of lights overflowing into the residential <br /> 12 area and if the lights could dim it at night so would not be offensive. <br /> 13 <br /> 14 Commissioner Galyon stated he would like stations to stay with one color. <br /> 15 <br /> 16 Commissioner Galyon asked Assistant City Manager Moore-Sykes, from a procedural process, <br /> 17 how the information would get out to the residents. <br /> 18 <br /> 19 Assistant City Manager Moore-Sykes replied that a public hearing would need to be held and that <br /> 20 neighboring property owners notified. <br /> 21 <br /> 22 Vice Chair Hanson asked Mr. Bona about the station in New Brighten and if the sign could stay <br /> 23 on for 24 hours. <br /> 24 <br /> 25 Mr. Bona replied his station is not open on weekends. He stated the difficult part is the <br /> 26 mechanics of dealing with electronics, especially in the winter. Mr. Bona stated his preference <br /> 27 would be to not have them on in the evening, as he is very concerned with how it fits into the <br /> 28 neighborhood. Mr. Bona reported he preferred the lights were off when they are not open. <br /> 29 <br /> 30 Chair Stromgren stated there are five other stations that might be interested in the electronic <br /> 31 signs. <br /> 32 <br /> 33 Mr. Bona replied each location would need to assess to see what best fits their situation. He <br /> 34 mentioned the cold of Minnesota makes it very difficult to change the manual numbers because <br /> 35 they often freeze in place. <br /> 36 <br /> 37 Commissioner Jensen stated he had no substantial issue and could foresee a time when LED <br /> 38 become the norm and the City would need to adapt the sign code to become adaptable to other <br /> 39 businesses. He advised staff to at least be flexible. <br /> 40 <br /> 41 Commission Galyon agreed with Commissioner Jensen that this is progressive. He stated the <br /> 42 Commission needed to learn more about the dimming capabilities and other unknowns. <br /> 43 <br /> 44 Commissioner Jenson stated the technical specifications could also be addressed in the code. <br /> 45 <br />
