She stated once approved and published it becomes the <br /> 3 ordinance. <br /> 4 <br /> 5 Commissioner Hanson commented he sees cigarette prices being advertised along with the gas <br /> 6 prices and asked if there is any way to make sure that is not allowed. <br /> 7 <br /> 8 Assistant City Manager Moore-Sykes replied the amendment could be made more specific in <br /> 9 1400.07, subdivision 20 by adding the word fuel. <br /> 10 <br /> 11 Chair Stromgren stated LED comes in a range of colors, red being the cheapest. He asked if <br /> 12 there is a different impact on the neighborhood relative to colors. <br /> 13 <br /> 14 Commissioner Hoska stated he has only seen the red ones and red is fine. <br /> 15 <br /> 16 Commissioner Jensen responded what is proposed is one color; specify lumens or colors are not <br /> 17 addressed. He stated he is not sure the Commission could effectively predict what the correct <br /> 18 lumen should be. <br /> 19 <br /> 20 Commissioner Galyon added if it were white it would be brighter than red, at night it could not <br /> 21 be dimmed and must it be on constantly. <br /> 22 Chair Stromgren clarified the lights would dim at night because a photocell would dim <br /> 23 automatically. <br /> 24 <br /> 25 Commissioner Galyon stated it should be included in the recommendation. <br /> 26 <br /> 27 Chair Stromgren replied it should be added that an automatic dimming feature to decrease <br /> 28 illumination levels at night must control electronic signs. <br /> 29 <br /> 30 Commissioner Jenson asked if lumens should be specified for a.m. and p.m. He also asked what <br /> 31 `limited to one color' meant. He asked if it meant the first station to implement the LED signs <br /> 32 would set the precedence for the color used by other stations. <br /> 33 <br /> 34 Chair Stromgren replied each station would be limited to the use of one color; multi colored <br /> 35 signs could not be used. <br /> 36 <br /> 37 Commissioner Jensen interjected that what this implies is that each station could work with <br /> 38 individual corporate colors. <br /> 39 <br /> 40 Commissioner Hanson asked about the reference to curb cuts in the amendment and asked if this <br /> 41 meant there could be more signs if there were more curb cuts. <br /> 42 <br /> 43 Assistant City Manager Moore-Sykes explained that is how it is stated in the ordinance with the <br /> 44 exception of the words changeable and display.
