She reported he asked what the process would
be if he wanted to expand and replace the front stoop and steps. Assistant City Manager Moore-
Sykes informed Mr. Shadduck he would need to determine how far from the front yard setback
the current stoop was and that the City ordinance did not allow an encroachment of a front stoop
by five feet. She reported Mr. Shadduck explained that widening the stoop an additional 12
inches would make it easier to assist an elderly parent into the home and reduce the unsafe
impact a drip line had on the front stoop, which caused an icy, slippery hazard in the winter.
Assistant City Manager Moore-Sykes explained the right-of-way is ten feet from the curb to the
lot line and the front yard setback, which is 30 feet from the lot line to the house, is a
measurement substantiated by a lot survey done in 1992 by Kemper Surveyors. She reported,
according to the property owner, the existing front stoop is approximately eight feet into the front
yard, three feet more than the City ordinance allows. Assistant City Manager Moore-Sykes
stated the house was constructed in 1965, making the current front stoop grandfathered in.

Mr. Mark Shadduck, 3609 Downers Drive, appeared before the Commission to answer questions.

Chair Stromgren asked Mr. Shaddock if the existing stoop projected eight feet from the house
and was it connected to the home and on a foundation.
