Planning Commission Regular Meeting Minutes <br /> April 21, 2009 <br /> Page 8 <br /> 1 There was discussion on traffic safety concerns associated with animation being allowed on the <br /> 2 sign. <br /> 3 <br /> 4 Commissioner Jensen noted that the ability to review the image field is controlled and the <br /> 5 conditional use permit would clearly limit or be able to describe those portions of the software <br /> 6 package. He stated he would be open to adding that opportunity to be out there. They are <br /> 7 constantly seeing variations of signage in the community with a variety of ways to promote the <br /> 8 community feature and it is nice to have the ability to have a little more data out there. <br /> 9 <br /> 10 Chair Stromgren stated to address the specific proposal, the specific design looks very nice but <br /> 11 the ordinance lists a restriction on ground signs in a recreational open space at 150 square feet <br /> 12 and this greatly exceeds that amount. Also, there is an aerial image suggesting the location but <br /> 13 the Commission would need to see a specific site plan and landscaping. There is a requirement to <br /> 14 be at least 15 feet from the curb. <br /> 15 <br /> 16 Commissioner Jenson noted the height requirement is conforming at 8 feet. <br />� � q g <br /> 17 <br /> 18 Commissioner Jensen asked if this location is being prewired soon. Mr. Bjornrud replied it will <br /> 19 not be wired until school is out; no sooner than the middle of June. <br /> 20 <br /> 21 Commissioner Jensen asked whether this is the only alternative location for the sign that the <br /> 22 school district would like or whether there are two to three other sign locations being considered <br /> 23 on this frontage. Mr. Bjornrud replied that there is currently an existing sign in front of the <br /> 24 middle school and one in front of the high school. These signs will be removed and replaced with <br /> 25 this one sign. It is an ideal location with a similar setback from the street and centralized between <br /> 26 the middle school and high school entry. <br /> 27 <br /> 28 Assistant City Manager Moore-Sykes clarified that the request is for one sign. Mr. Bjornrud <br /> 29 explained that the sign will be double-sided. Ultimately the school district wanted a preliminary <br /> 30 discussion to see whether it would be advisable to seek a conditional use permit for an electronic <br /> 31 sign or whether it would be acceptable to pursue something beyond that. <br /> 32 <br /> 33 Commissioner Chaput asked if the school logos will be illuminated. Mr. Bjornrud replied that the <br /> 34 logos will be precast concrete with external lighting shining onto the logos. <br /> 35 <br /> 36 Commissioner Chaput requested further information regarding the animated electronics display. <br /> 37 Mr. Bjornrud explained this is part of what the school district would like to establish tonight with <br /> 38 discussion on whether to seek an approval for an electronic message sign or to request approval <br /> 39 for a sign with LCD display and capabilities to display photographic quality images. <br /> 40 <br /> 41 Chair Stromgren noted that the technology used may not be as important as what is being <br /> 42 displayed. He noted that the hours and use would apply; this has always been a discussion any <br /> 43 time illuminated signs are near residences. <br /> 44 <br /> 45 Commissioner Chaput pointed out that with an LCD sign the hours of operation would be <br /> 46 important to note under Section 155.22 of the City ordinance. <br />
